Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in elementary schools, Pre-K Centers, and New York City Public Schools (NYCPS) contracted settings included in Community Based Organizations (CBO) and through Family Child Care (FCC) programs. DECE provides families with access to high-quality early childhood options, for children birth to five, in rich diverse settings, supporting children’s growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured and supported.
Under the supervision of the Director of Enrollment, the Eligibility Intake Team Leader, with latitude for independent judgment and decision-making, is responsible for the supervision of the Intake Associates, and oversight of communications between the Child Care Eligibility (CCE) team and families, the CCE team and programs, and the CCE team and NYCPS, and/or other NYC agency staff as applicable. Performs related work.

Direct Reports: Intake Associates
Key Relationships: Works closely with the Division of Early Childhood and NYCPS Contracted Care Providers (Family Childcare Networks, Childcare Centers), Division of Instructional Information Technology (DIIT), NYC Administration for Children’s Services, the Department of Social Services – Human Resources Administration (HRA), and other external partners related to the Child Care Eligibility work stream. Also works with OSE Family Welcome Center staff and Directors, the Communications team, the Early Learn / 3-K / Pre-K / Elementary, Middle and High School Admissions Teams, P311 call center staff, and the Special Populations Team as needed.

Responsibilities
- Identify needs and create or update responsive model communication(s) to programs or parents in partnership with the CCE Director and Deputy Director.
- Provide oversight, support, and training for CCE Intake Staff to ensure effective management of inboxes.
- Manage inquiries/escalations as submitted to the CCE general inbox, including:
- Reporting on daily volume and resolution of inquiries/escalations.
- Collaborating with the Director of Eligibility to ensure that escalations are distributed and handled appropriately.
- Liaise with partners within NYCPS and staff at NYCPS contracted programs to communicate policies and procedures related to childcare subsidy case processing and eligibility.
- Partner with the Director of Quality Assurance and Policy to make decisions regarding training and professional development for staff as it relates to communication of the business process and staffing issues.
- Collaborate with the CCE Supervisory Team to ensure the effective implementation of the CCE Business Model and update of any policies and procedures.
- Supervise the CCE Intake staff including management of attendance calendar and tracking, vacation calendar and tracking, and approving staff timecards.
Minimum
- A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.
- Prior experience working with community-based organizations and outreach efforts.
- Excellent project management skills related to planning, organization, problem-solving, and assessment.
- Superior interpersonal and communications skills required to work cooperatively with staff and families to prepare clear and cogent written documents and to make presentations.
- Familiarity with NYCPS legacy systems, including ATS, Service Cloud, and MySchools; and/or ACS/DSS-HRA legacy systems, including Resource Area Control Log, ACCIS, and HRA One Viewer and Indexing Tool.
- Commitment to efficient, equitable choice processes and excellent customer service.
- Attentive to detail, extremely well organized, able to work under pressure, and meet frequent and changing deadlines.
- Proficient in Microsoft Office 365 applications.
