Position Summary: Reporting to and under the direction of, the Ethics Officer, the Ethics & Conflicts of Interest Attorney is responsible for providing advice, guidance and training for officers and NYC Department of Education (DOE) employees, related to all matters pertaining to the Conflicts of Interest Rules and the Chancellor’s Regulation on Conflicts of Interest: outside employment and activities, owning a business, ownership interests, financial disclosure, volunteer activities, political activities, travel/conferences, honoraria, gifts, supervisor/subordinate rules, anti-nepotism, misuse of City resources/positon, and post-employment. Review requests for waivers and draft letters for signature by the Chancellor, as appropriate, to the New York City Conflicts of Interest Board in support of waiver requests. Interact with the New York City Conflicts of Interest Board. Assist in managing the financial disclosure process for DOE employees and officers. Performs related work.

Salary: $106,607- $111,107
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)

Responsibilities
- Provides advice to and review conflicts of interest waiver requests from: DOE employees, Community Education Council (CEC) candidates/applicants/members, and Panel for Educational Policy (PEP) candidates/members. Seek advice from the New York City Conflicts Board as appropriate.
- Conducts Conflicts of Interest Training for DOE employees, CEC and PEP members.
- Interacts with the New York City Conflicts of Interest Board (COIB).
- Assists in overseeing various annual financial disclosure processes for required DOE filers, CEC members, and PEP members, as well as filers leaving those positions.
- Assists in gathering information for annual reports and documents submitted to COIB annually.
- Assists in advising DOE offices on conflicts of interest issues as necessary.
- Advises Parent Associations and School Leadership Team members on the Chancellor’s regulations on conflicts of interest issues.
- Oversees the work of the Ethics and Conflicts Coordinator as needed.
- As necessary, reviews and/or recommends revision of Chancellor’s regulations or Department of Education bylaws, policy or procedures regarding conflicts of interest or related matters.
- Works on special projects.
Minimum
- Admission to the New York State Bar; and either 2 or 3 below.
- One year of satisfactory United States legal experience subsequent to admission to any state bar; or
- Six months of satisfactory service as an Agency Attorney Intern (30086).
