Position Summary: The Senior Capital Projects Analyst participates in highly technical and complex budget administration functions that involves the distribution of capital sources of funds, including monies disbursed under educational and federal laws based on school needs. The Senior Capital Projects Analyst assists in the implementation of the NYC Public Schools (NYCPS) policies as appropriate, preparation of comprehensive reports on budget/financial findings and makes recommendations to the Executive Director, the NYCPS Chief Financial Officer, and/or other senior management for new and/or revised policies and procedures; oversees and supervises the activities of divisional sub-ordinates, external units or other subdivisions as appropriate. The Senior Capital Projects Analyst establishes and maintains cooperative relationships with executive personnel in other City and governmental agencies. Performs related work.

Reports to: Manager, Capital Budget and Planning

Key Relationships: Interacts with School Construction Authority (SCA), Office of Management Budget (OMB), Division of Contracts and Purchasing (DCP), Office of Legal Services, Division of Instructional and Information Technology (DIIT), Division of School Facilities (DSF), and contracted vendors as needed.

Responsibilities

  • Participate in the development of capital scopes for large scale and complex capital programs/projects for submission to the NYC Office of Management and Budget (OMB) for budget appropriation approvals and certificates to proceed.
  • Assist in the planning and monitoring of the financial condition of various active IT projects.
  • Utilize statistical methods and data visualization techniques to analyze large datasets related to financing of school building rehabilitations projects, school technology infrastructure and performance, and other relevant capital eligible project metrics.
  • Compile the various datasets to help the development of complex and comprehensive reports for analysis of the federally funded programs that leverages the NYCPS 5-Year Capital Plan.
  • Assist in preparing budget reports and forecasts by analyzing budget data, evaluating school facilities financing needs, and investigating related relevant contract terms and requirements.
  • Prepare clear and concise reports summarizing findings and recommendations for key stakeholders relevant to active/funded projects.
  • Assisting senior management in conducting significant research and policy studies for the NYCPS. Conduct thorough research on city’s fiscal and educational trends, best practices, and policy implications. Tasks may include:
  • Learning advanced data analysis techniques.
  • Supporting the development of innovative research methodologies.
  • Contributing to complex policy studies.
  • Gaining exposure to public value investment analysis and cost-effectiveness measures.
  • Stay current with changes to FASB, GASB, and GAAP as it impacts capital funding usage and eligibility requirements.
  • Oversight and management of daily operations and activities for federally funded programs to ensure compliance with program guidelines.
  • Contribute to the development of annual funding requests by program offices for external funding.
  • Assist with the management and oversight of annual program deployment activities and schedules.
  • Help develop and maintain project timelines and milestones, aligned with approved budget schedules.
  • Conduct and support activities pertaining to any other relevant ad hoc analysis, data collection, and reporting as needed.

Qualification Requirements

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s); or
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience as described in "1" above.

Preferred

  • Possess exceptionally strong analytic and problem-solving skills.
  • Experience with database applications (Access).
  • Experience with Microsoft Excel spreadsheets.

Salary: $106,549 - $117,204

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
