Position Summary: The Office of Data Management (ODM) is part of the Office of Policy and Evaluation (OPE), within the Office of the First Deputy Chancellor. OPE is the primary source of data analysis, research, and academic policy for the New York City Public Schools (NYCPS). ODM is the business intelligence unit of the NYCPS. We uplift data governance and collaboration throughout the organization. Team members process assessment data, support a growing SQL repository of NYCPS data systems, build data tools that support instruction, fulfill data requests from across Central offices, serve as data consultants and thought partners, project manage the reporting of data to the state’s longitudinal data system, and produce documentation to support data users throughout the organization.

The Strategy and Governance (S&G) Analyst will serve as strategic support for ODM team development and governance initiatives across the organization. The S&G Analysts portfolio includes enterprise data governance support, office racial equity and professional learning, office communications and media, employee feedback cycle support, process improvement, inter-OPE collaborations, and policy analysis.

The S&G Analyst will frequently interact with the entire ODM team and will also liaise with staff throughout OPE and the NYCPS. The Executive Director will serve as the Analyst's direct supervisor and the incumbent will have the opportunity to co-develop and co-present their work to a wide audience. This position will receive frequent coaching and feedback and have opportunities to grow skill sets in policy analysis, presentation, and strategic planning. This is a growth-oriented position with opportunities to expand the portfolio of work and level of responsibility. Performs related work.

Responsibilities

Strategy and Communications

  • Assist in the planning, development, communication, and administration of an enterprise-wide governance program.
  • Coordinate stakeholder engagement across governance activities, including families, students, teachers, school leaders, district staff, Central staff, and state data and policy partners; stakeholder engagement includes developing communication protocols and materials, organizing work and focus groups, and memorializing decisions and next steps.
  • Coordinate with the Fund for New York City Public Schools and community-based organizations on grant applications, consultant invoicing, and tracking of deliverables.
  • Review and evaluate local, state and federal education policies that impact data use, reporting, and governance.
  • Provide support and coordination for the office’s racial equity and professional learning activities.
  • Co-develop strategic evaluation and sharing of best practices around office products and programs to facilitate improvements in ODM processes.
  • Review data integrity protocols and processes across the office; make recommendations for strengthening processes to increase quality assurance.
  • Provide support for surfacing and documenting policy needs and conducting research on other districts, programs, and practices to inform office work.
  • Support the Executive Director and department leaders in key policy, personnel and budget.
  • Provide support for a broad range of strategic, managerial, logistical, and administrative areas.
  • Support the documentation and tracking of implementation of office goals and employee feedback cycles.
  • Manage planning processes to improve the coherence and effectiveness of workstreams across the different teams

Team Governance and Communications

  • Write and edit external communications within ODM and OPE and between other central offices.
  • Support ODM sub-teams with communications, documentation, and deck development.
  • Represent the Office of Data Management within OPE activities.
  • Co-develop office-wide logistics protocols to assist in the facilitation of feedback sessions and trainings.
  • Organize office-wide meetings and social events, e.g. retreats, welcome and goodbye gatherings.
  • Serve as a liaison between staff and the Executive Director.

Qualification Requirements

Minimum

  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

  • Able to organize facts and present information and figures in a clear, concise, and logical manner, both orally and in writing.
  • Creative problem-solver, with the ability to perform independent, thoughtful analysis around important educational issues.
  • Attentive to detail, extremely well-organized, able to work under pressure, and meet frequent and changing deadlines.
  • Thrives in a fast-paced environment; able to work collaboratively and cross-functionally.
  • Strong interest in education reform, policy, and implementation.
  • General knowledge of NYCPS policies, data systems, and external reporting protocols.

Salary

$60,733 (New Hire Rate)

$69,844 (Incumbent - 2 years of full-time continuous City service)

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
