The Bureau of Water Supply seeks to hire an Administrative Engineer M-3 within the Capital Programs Management Division, Core Services Directorate located in Valhalla, New York.
The Capital Programs Management group is responsible for various tasks related to the initiation, budgeting and planning for capital projects related to the state of good repair of water supply assets. Capital Programs represents the bureau’s interest to the Bureau of Engineering Design and Construction of large design-bid-build and design-build projects. Capital Programs also manages design and construction under the bureau’s job order contracting program. The Job Order Contracting (JOCs) and On Call Design Services (OCDS) unit manages all obligations with the planning, budgeting, contracting, design, permitting, and construction work for the Job Order Contracting (JOC) construction and required designs to support construction.

As a senior administrative engineer, the Chief of the Job Order Contracting and On Call Design Services manages a staff of up to 20 field and administrative professional staff, including professional engineers, responsible to the delivery of the job order contracting program, including several multi-million dollar on call design services when required in order to properly deliver the projects and several ongoing and recurrent multi-million dollar job order construction projects budgeted at $20M annually. The Chief also oversees the construction management of certain existing On Call Design Services (OCDS) delivered design-bid-build projects. As part of delivering the program the Chief makes budget requests and works with bureau management services staff to create and issue recurrent design services and job order contracts. The result of these capital projects is the maintenance of the state of good repair of bureau assets, and continued performance of water supply facilities to ensure the continued ability of the bureau to deliver high quality drinking water to New York City. Some of the physical activities performed by Administrative Engineers and environmental conditions experienced are: walking to and from inspection sites and during the course of inspections, climbing and descending ladders or stairs to get to areas to be inspected, standing on scaffolds to inspect work, standing for an extended period of time, bending and stooping during inspections, working in confined areas, distinguishing colors, wearing a hard hat, climbing over and around various objects, walking in areas that may be damp, dark, smoky or acrid, working outdoors in all kinds of weather, must be able to lift about 20 pounds of equipment when required.
Special Working Conditions: Administrative Engineers may be required to work shifts including nights, Saturdays, Sundays, and holidays.

- Providing management of up to 20 professional staff.
- Ensuring consistent compliant application of New York City Procurement Policy Board (PPB) rules related to numerous design, construction management, construction, and job order contracting procurements.
- Participating in decision making with the Director of Capital Programs to determine appropriate project delivery method [Job Order Contracting (JOCs), Bureau of Engineering Design and Construction (BEDC) DBB, other) for capital project needs.
- Reviewing and approving Letters of Intent to designers for potential design assignments.
- Working with BWS Management Services and Budget and agency budget staff to secure capital and expense funds via expense New Needs, and four year, September, and ten year capital plan cycles to prevent gaps in job order or on call design services.
- Creating internal processes and workflows to ensure timely decision making and progress of projects assigned to the job order program for delivery.
- Ensuring the job order program work orders comply with job order contracts.
- Maintaining relationships with Project Managers and senior representatives of contractors, design firms, and Gordian.
- Working with BWS Management Services and Budget and agency Agency Chief Contracting Office (ACCO) staff to procure and prevent gaps in design and construction services.
- Directing staff to ensure timely and quality preparation of change orders, Certificate to Proceed (CP) requests, time extensions, consultant invoices, and timely resolution of construction issues.
- Attending key design and construction progress meetings and facilitating resolution of issues that arise.
