    The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

    The Bureau of Organizational Development & Human Resources (OD&HR) is the Agency’s internal consultant / partner on organizational culture change and human resources matters for a workforce of approximately 6,000 employees. The Operations Unit, through strategic partnerships and collaboration, is responsible for providing an efficient and positive onboarding experience for new employees by providing superior personalized customer service, a team of skilled civil service subject matter experts who build and maintain positive relationships with Bureau and Citywide partners to ensure that DEP employs a qualified and diverse workforce.

    The Wage Administration & Records Management Unit (WARM) implements Office of Labor Relations contractual wage agreements, court stipulations, equity panel awards, longevity increment awards, recurring increment payments, and all other additions to gross pay. WARM maintains employment information filing systems for active and inactive DEP employees; responds to correspondence and inquiries regarding DEP employees from banks, lawyers, governmental institutions, and other organizations. In addition, WARM updates and monitors the Agency’s list of eligible employees required to file Conflicts of Interest Board and Department of Investigation Financial Disclosure reports annually; and monitors, maintains and coordinates the Performance Evaluation program.

    WARM seeks an experienced Human Resources professional to serve as Director, Wage Administration & Records Management. The selected candidate will oversee a team of professionals responsible for agency-wide Wage Administration, Records and HR Document Management, and the Performance Evaluation Program. Specific tasks will include, but not be limited to :

    • Oversee staff of the Audits and Review Team; responsible for reviewing all actions for accuracy and compliance including the monitoring and review of NYCAPS cases from initial entry through completion and escalating issues and concerns to management when necessary.
    • Create and maintain roster of eligible employees required to file Conflict of Interest Board and Dept. of Investigation Financial Disclosure Reports. Act as liaison between the Conflicts of Interest Board and the Agency. Resolve conflicts and troubleshoot Issues between the eligible employees and the Board.
    • Manage the processing all Agency-wide contractual salary adjustments including recurring increment payments, service increments, longevity differentials and managerial lump sum payments.
    • Oversee staff in the processing of employment verifications, creating and maintaining personnel folders and administering the Agency’s performance evaluation and time and leave programs.
    • Responsible for the adherence of established records management procedures and proper maintenance of over 10,000 active and inactive personnel files.
    • Manage the agency’s performance management program; collect review and support the development of agency-wide tasks and standards and annual evaluations. Develop and deliver curriculum for agency-wide supervisory training on performance management and electronic performance management system.
    • Implement and maintain increased analytics and operational procedures associated with the performance evaluation program. Responsible for organizing and monitoring the overall outcome of the program.
    • Minimum Qualifications

      1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

      2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

      Preferred Skills

    • Previous supervisory-level human resources experience.
    • Strong analytical & statistical skills, attention to detail and ability to research complex issues.
    • Stellar judgment and sensitivity when responding to the needs and expectations of multiple employee audiences (including frontline staff, managers, senior staff, leadership).
    • Excellent relationship management skills, influencing ability, and humility self-starter who is extremely organized and able to manage multiple priorities concurrently.
    • Proven ability to handle sensitive material and information with discretion confidentiality is a condition of employment.
    • Strong aptitude / ability to pick up new skills quickly.
    • Knowledge of NYCAPS, CRM and related City-wide HR systems.
    • General knowledge of collective bargaining agreements.

      Residency Requirement

      New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
