NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.
An excellent opportunity is available in the Property Division to serve as Supervising Assessor to supervise assessors performing property assessment work in the Field Valuation Unit.

Responsibilities Include, But Are Not Limited To The Following
- Supervise assessors working in borough offices that are responsible for physically examining and assessing Class I, II, III-, and IV-real properties for tax purposes (using the three approaches to value real property: income, cost, sales).
- Provide technical assistance to train staff, conduct field inspections with assessors, provide quality control, and monitor productivity and performance.
- Supervise and review valuation methodology of unique properties and completion status of new buildings.
- Currently serving as a City Assessor 3A, performing property valuation work in the Property Division.
- All Candidates must be NYS Certified Assessors.
- Five years' experience in the valuation of both commercial and residential property using a computerized mass appraisals system in a large governmental jurisdiction. Candidates must have at least 2 years of experience serving as a level 3A assessor. Coursework/experience in public administration, management, leadership, or related may be substituted for up to 1 year of experience at the 3A level.

Minimum Qualifications

- A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in real estate work involving the valuation of real property such as assessor, appraiser, valuation data manager, real property appraisal aide or the like. To be credited the experience must have been primarily gained in the performance of one or more of the following tasks: collection and recording of property inventory data, preparation of comparable sales analysis reports, preparation of signed valuation or appraisal estimates or reports using cost, income or market data approaches to value. Mere listing of real property for potential sale, or preparation of asking prices for real estate for potential sale, using multiple listing reports or other published asking prices is not qualifying experience; or
- An associate degree or 60 semester credits from an accredited college or university and three years of satisfactory full-time experience in real estate work involving the valuation of real property as described in "1" above; or
- A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in real estate involving the valuation of real property as described in "1" above; or
- Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least two years of satisfactory full-time related experience.
- A four-year high school diploma or its educational equivalent and four years of satisfactory full time experience in an occupation involving the valuation of real property, such as assessor, appraiser, valuation data manager, real property appraisal aide or the like. To be credited the experience must have been primarily gained in the performance of one or more of the following tasks: collection and recording of property inventory data, preparation of comparable sales analysis reports, preparation of signed valuation or appraisal estimates or reports using cost, income or market data approaches to value. Mere listing of real property for potential sale, or preparation of asking prices for real estate for potential sale, using multiple listing reports or other published asking prices is not qualifying experience; or
- Graduation from an accredited two-year college and three years of the experience described in paragraph "1" above; orpotential sale, using multiple listing reports or other published asking prices is not qualifying experience; or
- A baccalaureate degree from an accredited college and two years of the experience described in paragraph "1" above; or
- Education and/or experience equivalent to "1", "2", or "3" above. A written commitment from the county director that the county will provide training in assessment administration, approved by the State Board, within a six-month period may be substituted for six months of the required experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least 18 months of satisfactory full-time related experience.
- Prior supervisory and managerial skills. - Course work in public administration, management, leadership, or in a related field. - Ability to adapt to a fluid work environment with changing needs and priorities. - Knowledge of Article 18 of New York Real Property Tax Law. - Experience in data analysis and research. - Experience using digital tax maps. - Excellent quantitative skills. - Knowledge of geographic information systems and aerial photography systems. - Knowledge of basic computer systems, such as Microsoft Office. - Excellent leadership skills. - Excellent verbal and written communication skills.
