NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Administration and Planning Division is responsible for the management and oversight of administrative and operational services for the agency. This includes the daily management of the Office of Financial Management, the Office of Purchasing and Contracts, the Office of Operational Services, and the Office of Diversity and Inclusion.

The Office of Financial Management is responsible for monitoring and controlling the agency’s finances. This includes the development and management of annual expense and capital budgets, accounts payable, travel requests, and other payments. The division also includes the Assigned Counsel Plan (ACP) Payments Unit, which is responsible for processing payment vouchers for 18-b attorneys and experts.

DOF is seeking two experienced and driven Assistant Budget Directors to support the Deputy Budget Director with management and supervision of Capital/ Revenue and a portfolio of Other Than Personnel Services (OTPS) budgets. Under the direction of the Deputy Budget Director, the selected candidate will be responsible for supervising a team of Budget Managers and providing professional budgetary support to the agency business units and other stakeholders with the highest level of professionalism and customer service.

Duties will include but are not limited to the following:

  • Supervise a team of two or three Budget Managers in handling DOF's Revenue, OTPS, and Capital budgets.
  • Review contract request submissions to ensure they are within budget and projections are accurate.
  • Serve as a level 3 approver of requisitions in PASSport. Oversee pre-encumbrance and encumbrance management in PASSPort.
  • Participate in preparation of monthly budget reports, ensuring proper formatting and accuracy of data.
  • Oversee the agency's intra-city OTPS budgets and supervise associated technical activities.
  • Supervise preparations of revenue reports for Sheriff's Booting Program and Outside Collection Agency (OCA). Coordinate any revenue mods with agency liaisons as needed.
  • Liaise with Federal counterparts to manage the DOT and DOJ asset sharing programs in the appropriate federal systems.
  • Ensure accurate tracking of Capital budget spending and obligations. Manage agency Certificate to Proceed (CP) request process by tracking submissions, supervising preparation of the required documents and checking them for accuracy, ensuring prompt and effective communication with affected parties.
  • Track New Need submissions by assigned divisions, supervise preparation and submission of Agency Spending Plans, Variance Reports and other technical exercises.
  • Focus on building staff technical skills to ensure long-term expertise within the team.
  • Assist Deputy Director with special projects and other responsibilities as required.

ADMINISTRATIVE STAFF ANALYST ( - 1002A

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

  • Comprehensive knowledge of budget functions in FMS/2 and FMS/3. - Five years of the related professional experience /Supervisory experience is a plus. - Expert knowledge of budgeting and accounting methodology. - High degree of proficiency in Excel, Word, PowerPoint. - Must be detail-oriented, accurate, and possess good analytical skills. - Demonstrated initiative, excellent writing and verbal skills. - Must be responsive, possess effective people skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
