The New York City Department of Transportation (DOT) provides for the safe, efficient, and environmentally responsible movement of people and goods in the City of New York and maintains and enhances the transportation infrastructure crucial to the economic vitality and quality of life of City residents. The DOT is seeking an Assistant Director to work directly under the supervisor of the Director of Legislative Affairs to assist with the City, State and Federal legislative priorities, agenda, and strategies. The selected candidate will work closely with the Mayor's Offices of City, State and Federal Legislative Affairs, the Law Department, internal DOT divisions, and other agencies to develop DOT’s legislative agenda and priorities and to formulate strategies to advance these priorities. Assist in the development, negotiation and drafting of bills. Analyze, track and respond to local and state legislation affecting the agency. Prepare briefings, legislative memos, hearing testimony, hearing Q&A, and statements for the Commissioner and other senior staff. Represents the Commissioner at meetings concerning policy and operational issues and Department activities. Manage preparation and initial compliance efforts for newly enacted legislation. Track legislatively mandated reporting requirements. Help develop inter-agency policies on transportation issues; and performs related duties.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

Preference given to candidates who possess the following: an advanced degree in Political Science, Public Administration, or similar previous legislative experience, particularly New York City, New York State, or Federal. Proven ability to work closely with high-ranking elected officials, Community Boards, or other local public and private stakeholders. Demonstrated experience drafting testimony and developing legislative and policy proposals. Candidate must possess strong written and verbal communication skills and attention to detail. Multiple writing samples will be requested.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
