The New York City Housing Authority's (NYCHA) Department of Resident Services, Partnerships and Initiatives (RSPI) engages NYCHA residents in critical programs, services, and initiatives in the areas of economic opportunity, youth, senior and social services; supports NYCHA’s extensive network of Resident Associations; and connects residents to opportunities such as financial empowerment, business development, career advancement, and educational programs.
Family Partnerships Department (FPD), one of RSPI’s six units, is comprised of social service delivery professionals, including social workers, case management associates, and licensed supervisory staff. Organized in a four-borough-based model led by an administrator, each borough team balances both clinical cases (generally handled by Family Social Service Coordinators) as well as Supportive Outreach Services (“SOS” cases generally handled by Social Service Case Associates) to deliver optimal community-coordinated care for NYCHA’s most vulnerable residents. FPD staff will also focus on (re)building relationships with the Resident Association (RA) Leadership and the Property Management staff at each of the developments in their respective boroughs and serve as liaisons when needed.
NYCHA is seeking a dynamic, self-motivated and committed Borough Administrator to serve as a key member of Family Partnerships team. The Family Partnerships Administrator will plan, direct and oversee the day-to-day operations of the borough; and will provide managerial direction of the Clinical Unit and the Supportive Outreach teams, consisting of a Social Work Supervisor, Social Workers, and Community Associates.

Minimum Qualifications
EDUCATION AND EXPERIENCE PREFERRED 1. New York State License in Social Work. 2. A master’s degree from an accredited college in Social Work, two years professional work experience in management of a social services operations with case services coordination experience, background in administration, coordinating, development of programmatic structures, strategic planning and implementation, change process management and resource and partnership development. 3. Excellent written and verbal communication skills that support the ability to effectively communicate with various levels of the organization. 4. Strong Leadership skills and experience in implementing various motivational methods. 5. Strong analytical ability in developing community partnerships. SKILLS DESIRED: 1. Highly motivated and self-starter with the ability to think creatively and “out-of- the-box” strategic methods and relevant tactical maneuvering to achieve identified goals/outcomes. 2. Strong service coordination background and coaching practices. 3. Knowledge of MS Office, Excel and Word.

- Provide general administrative oversight and direct supervision of supervisory personnel aimed at linking social and support services. Provide support to Property Management, staff and partners.
- Support the Director and team in the growth of formal partnership framework for social services with external community-based providers.
- Identify, re-establish, evaluate and maintain formal and informal partnerships with community-based organizations to ensure that service linkages for the residents are secured. Monitor the performance of formal and informal partnerships.
- Provide supervision, guidance and coaching, to secure professional development in the areas of engagement, adherence to reporting mandates in areas of child abuse, in addition to other subject areas as needed through executing staff trainings and providing the necessary supervision to ensure successful execution of projects.
- Represent NYCHA at meetings and events, including after hours and on weekends, with residents, partners and other stakeholders.
- Assist the Director in developing and analyzing key metrics that evaluate the effectiveness of NYCHA service coordination activities. Conduct periodic quality assurance reviews of unit performance in order to identify service gaps to ensure the appropriate delivery of services with professional guidelines. Ensure Borough records and reports are maintained.
- Monitor Partnership staff, Case work, service provisions and other administrative matters in connection with the overall management of the borough office.
- Provide strategic support to the Director, assist with coverage of other borough offices and oversee special projects as needed.

- A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or
- A master's degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or
- A satisfactory equivalent combination of education and experience.
