The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

The New York City Department of Youth and Community Development (DYCD) invests in a network of

community-based organizations (CBOs) to alleviate the effects of poverty and to provide opportunities

for New Yorkers and communities to flourish. DYCD’s initiatives include COMPASS, the City’s

comprehensive afterschool system, Beacon Community Centers, adult and youth literacy programs,

youth employment programs, services for runaway and homeless youth, and community development

programs.

DYCD also collaborates with other City agencies on a range of mayoral initiatives to

improve City services and ensure greater opportunities for minority and immigrant youth and families.

This role is situated within the Bureau of Planning, Program Integration, and Evaluation (PPIE), which

promotes data-driven and evidence-informed decision-making across DYCD; provides training and

technical assistance to service providers to ensure high-quality services in communities through

capacity building; designs programs and prepares DYCD’s Requests for Proposals; conducts research

and evaluations of DYCD-funded programs; designs, facilitates and implements program integration

processes to support practice and/or policy change; and pursues and manages funding and grant

opportunities.

Reporting to the Senior Director of Planning, Program Integration, and Evaluation, the Continuum of

Care Implementation Manager will oversee implementation of the Building Local Continuums of Care

to Support Youth Success Grant, a federally funded initiative administered by the U.S. Office of

Juvenile Justice and Delinquency Prevention to develop a continuum of care for youth at risk or

already involved in the juvenile justice system. The purpose of the grant is to establish a robust

continuum of care tailored to youth at risk of juvenile justice involvement or currently within the system.

The project addresses challenges within DYCD and the CBO network, notably fragmented

Community-Based Organizations (CBOs) competing rather than collaborating for resources due to the

nature of the procurement process, lack of awareness of available resources and services among both

New Yorkers and CBOs; and a significant youth incarceration rate.

Through these collaborative efforts, DYCD seeks to establish a scalable framework for an effective continuum of care, initially focusing on

six priority police precincts with future plans for broader expansion.

Please note, this position is a grant-funded position for 18 months.

This Role Entails The Following Responsibilities

  • Lead project management for the Building Local Continuums of Care to Support Youth Success

grant;

  • Build and maintain a diverse council of community members, CBOs, government partners, and other

stakeholders in several priority police precincts in NYC;

  • Plan, support, and facilitate ongoing planning council meetings;
  • Liaise and collaborate with diverse stakeholders within DYCD, other City agencies, DYCD-funded

programs, people with lived experience, and the broader community;

  • Create and implement a change process involving diverse stakeholders with a variety of interests and

abilities to participate;

  • Develop systems to track and report on key activities, milestones, metrics, and outcomes of project;
  • Complete federal grant reports and updates;
  • Support DYCD in intentional planning, communication, and implementation of a continuum of care

model and act as a liaison to all DYCD areas, including programmatic teams and administrative and

central support teams;

  • Design and facilitate inter and intra-agency meetings to establish policies and encourage consistent

implementation practice;

  • Coordinate community planning processes in coordination with relevant programmatic units;
  • Apply human-centered design approaches such as journey mapping, root cause analysis, and

extensive stakeholder input sessions and surveys;

  • Communicate progress to funders and other stakeholders in meetings, presentations, and written

documents;

  • Work closely with internal staff members at DYCD and consultants to move forward key initiatives

and commitments from the grant proposal;

  • Summarize findings of analysis, research, and stakeholder engagement for stakeholders.

Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

  • Experience managing complicated change processes. - Excellent writing, editing and analytic skills. - Excellent project management skills, including ability to develop and manage processes involving multiple stakeholders and deadlines. - Ability to engage with diverse stakeholders and work closely with a team to accomplish strategic goals. - Comfortable learning new data and administrative systems for tracking project activities.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
