Summary

The Mayor’s Office of Management and Budget (OMB) is the City of New York’s chief financial agency. OMB’s staff of analysts and experts assembles and oversees the City’s expense and capital budgets, which fund the activities of approximately 90 City agencies and entities.

The Housing Task Force oversees the budgets and programs of the Department of Housing Preservation and Development, and the New York City Housing Authority. The task force is also responsible for budgetary oversight of an array of smaller entities within the housing policy landscape.

Within this Task Force, the Housing Unit provides capital, expense, and revenue analysis to a diverse group of agencies that support and finance the City’s affordable housing programs, enforce and maintain existing housing quality standards, and carry out other programmatic initiatives. These agencies include the Department of Housing Preservation and Development (HPD), the New York City Housing Development Corporation (HDC), the Battery Park City Authority (BPCA) and the Education Construction Fund (ECF), among others.

The NYCHA Unit provides budgetary oversight for the New York City Housing Authority (NYCHA) and for the City’s unprecedented financial commitments to the Authority. NYCHA provides affordable housing to over 528,000 authorized residents in 177,569 apartments within 335 developments through public housing, Section 8, and PACT/RAD programs. While the City’s commitment to NYCHA continues to grow, NYCHA is still primarily funded through federal appropriations from the US Department of Housing and Urban Development (HUD).

The Deputy Assistant Director will work closely with the Assistant Director to manage the Housing Task Force in providing policy, fiscal and administrative analysis of these agencies, with particular focus on Housing Our Neighbors: A Blueprint for Housing and Homelessness, as well as the City of Yes for Housing Opportunity. The Deputy Assistant Director will work on a variety of policy initiatives impacting the housing agencies, while also working closely with both teams to ensure daily budget oversight tasks are completed at the highest level.

Job Description

Working in coordination with Task Force leadership, the Deputy Assistant Director will be responsible for helping the Housing Task Force in performing the following duties:

  • Review and evaluate on-going agency fiscal requests and proposals and formulate appropriate recommendations for OMB leadership.
  • Stay apprised of legislative proposals at the City, State, and Federal level that may have repercussions for New York City housing, analyze potential budgetary impacts of such proposals, and evaluate alternative recommendations.
  • Review and analyze the efficiency and effectiveness of agency programs and develop recommendations for change.
  • Perform detailed analyses of data captured from the City’s Financial Management Systems and other sources to monitor and evaluate agency and / or project specific performance.
  • Perform daily budgetary oversight functions including but not limited to review and approval of Certificates to Proceed, mod processing, revenue tracking, contract approvals, etc.
  • Direct and coordinate analyses of various housing related policy issues and special projects as required.
  • Serve as an effective liaison between OMB, NYCHA and HPD senior management, and external stakeholders.

Working with minimal supervision, the Deputy Assistant Director will have the following additional responsibilities:

  • Develop and implement trainings across both units to ensure analysts are supported and have ample opportunity for professional development within the team.
  • Research and stay apprised of
  • Communicate, both in written and verbal forms, to the Assistant Director, OMB senior leadership and agency contacts. Triage agency related issues and alert the Assistant Director to matters requiring their attention.
  • Analyze the efficiency and effectiveness of taskforce procedures and develop recommendations for change.

Qualifications

The candidate must be a self-starter with the ability to accomplish tasks with little or no supervision. The candidate should also possess the following qualifications:

  • Experience in budgeting and financial management required.
  • Ability to perform and interpret cost and budget analysis required.
  • Exceptional analytic and interpersonal skills.
  • Strong proficiency with the use of Microsoft Excel for financial analysis.
  • Ability to work independently and as a member and leader of a team.
  • Excellent oral and written communication skills as well as exceptional organizational skills are required.
  • Knowledge and experience of affordable housing policy, as well as HPD and NYCHA programs and budgets strongly preferred.

Requirements

Deputy Assistant Director ($141,217): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of five years of full-time experience in budgetary planning/management, financial analysis, public policy analysis, or a related field; or an awarded Master's degree in Public Administration, Economics, Finance, Business, or related subject; and a minimum of three years of relevant experience. Applicants must also possess at least two years of supervisory experience.

  • A baccalaureate degree from an accredited college.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
