These services include technology strategic planning, web site development, graphic design, disaster recovery, systems development, network administration, audio/visual services, business process re-engineering, change management, program management, security administration, service desk, computer operations, telecommunications, and document management.
The Deputy Chief Technology Officer (DCTO) for Application and Development is a critical leadership role responsible for the oversight and management of the design, development, and implementation of cutting-edge applications and software solutions. This role will be responsible for driving innovation, ensuring the delivery of high-quality technology solutions, and aligning application development with the organization’s strategic goals.
Responsibilities
The Deputy CTO will manage a diverse team of professionals, including web developers, .NET developers, project managers, BI developers, QA testers and business analysts. The ideal candidate will have a strong technical background, exceptional leadership skills, and a proven track record of delivering scalable and secure applications in a complex environment. Duties and responsibilities of the position include, but are not limited to the following:
Strategic Leadership: Collaborate with the Chief Technology Officer (CTO) and other senior leaders to define and execute the organization’s technology strategy, with a focus on application development and innovation.
Team Management: Lead, mentor, and grow a high-performing team of web developers, .NET developers, project managers, BI developers, quality assurance tester and business analysts. Foster a culture of collaboration, innovation, and continuous improvement.
Application Development: Oversee the design, development, and deployment of scalable, secure, and high-performance applications and software solutions. Ensure adherence to best practices in coding, testing, and deployment.
Project Management: Manage the full life cycle of technology projects, from requirements gathering to delivery, ensuring projects are completed on time, within scope, and within budget.
Business Intelligence: Drive the development and implementation of BI solutions to support data-driven decision-making across the organization.
Vendor Management: Evaluate, select, and manage relationships with third-party vendors and technology partners to ensure the delivery of high-quality services and solutions.
Compliance and Security: Ensure all applications and systems comply with industry standards, regulatory requirements, and security best practices.
Stakeholder Collaboration: Work closely with business units and stakeholders to understand their needs and translate them into effective technology solutions.
Budget Oversight: Develop and manage the budget for application development and related initiatives, ensuring optimal allocation of resources.
Quality Assurance: Establish and maintain robust quality assurance processes for all applications and software solutions. Ensure comprehensive testing methodologies are implemented, including unit testing, integration testing, and user acceptance testing. Monitor application performance and reliability metrics to identify and address potential issues proactively. Foster a culture of quality throughout the development lifecycle.

COMPUTER SYSTEMS MANAGER - 10050
Minimum Qualifications
- A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
- A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
Preferred Skills
- Extensive experience in managing and delivering large-scale application development projects, including web and .Net-based solutions. - Strong expertise in software development methodologies (e.g., Agile, Scrum, DevOps) and modern programming languages and frameworks. - Proven experience in Business Intelligence (BI) tools and data analytics platforms. - Demonstrated ability to lead, motivate and inspire cross-functional teams in a fast-paced dynamic environment. - Excellent communication, written and interpersonal skills, with the ability to effectively engage with technical and non-technical stakeholders. - Strong understanding of cyber security principles and best practices. - Experience with cloud-based platforms (e.g., AWS, Azure) and micro-services architecture a plus.

Salary : $160,000 - $185,000
