The Office of Civil Justice is part of the City’s unprecedented investment in free legal service for New Yorkers in need. The Office of Civil Justice consolidates the City’s various legal services programs at DSS and will work to increase the availability of legal services citywide. To do this, the Office coordinates with legal services providers; the court systems; the advocacy community; elected officials City officials inside and outside of DSS; policy makers; tenants in need; and other key stakeholders.

Under executive direction, with wide latitude for the exercise of legal knowledge, judgment and experience, the Deputy Civil Justice Coordinator reports to the Civil Justice Coordinator in the Office of Civil Justice, an office created by the City Charter and established as a unit of DSS’ Office of Legal Affairs, including overseeing an annual legal services contract portfolio in excess of $100 million. The Deputy Civil Justice Coordinator provides oversight over court-based operations and supports the negotiation and oversight of legal service contracts for the City’s civil legal services programs.

The Office Of The General Counsel / Office Of Legal Affairs Is Requesting To Recruit Via Citywide Posting For One Executive Agency Counsel, M3 To Function As Deputy Civil Justice Coordinator Who Will

  • Serve as the legal and policy advisor to the Civil Justice Coordinator on tenant legal services, particularly eviction defense (borough housing court coverage and capacity planning and management) and initiatives for expanding provision of civil legal services citywide, including pro bono programming and expansion of the tenant bar.
  • Develop and manage the Office of Civil Justice’s citywide court-based operations to ensure effective delivery of legal services and program compliance with applicable laws, rules and regulations, including managing relationships with court attorneys and legal service provider litigation directors to advise on policy and operational changes in response to changes in court operations and substantive legal updates impacting landlord-tenant law and court procedure.
  • Advise the Civil Justice Coordinator on legal practice considerations including caseload management, capacity-planning, and rotation coverage impacting tenant legal services and anti-harassment tenant protection programs to support negotiation and oversight of contracts with value in excess of $200 million to implement the City’s civil legal services programs.
  • Manage relationships with court attorneys and legal service provider litigation directors and supervisors to advise on policy and operational changes in response to changes in court operations and substantive legal updates impacting landlord-tenant law and court procedure.
  • Manage relationships with NYCHA Legal, NYCHA Office of Impartial Hearings, and the Community Justice Centers to advise on legal requirements and policies to support the implementation of right to counsel in NYCHA administrative proceedings for termination of tenancy and NYCHA eviction matters.
  • Advise the Civil Justice Coordinator on tenant legal services practice specifics and legal requirements to support program management and capacity-building for the implementation of right to counsel in the city.
  • Coordinate and/or participate in special projects assigned.

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

  • Ability to manage complex litigation, developing and implementing legal strategies to support agency litigation and non-litigation goals, and achieving successful outcomes. - Demonstrated ability to effectively manage a legal unit. Direct, plan and monitor the implementation and operation of satellite law offices Citywide. - Ability to write and communicate effectively to advise senior executive level staff including the agency’s Commissioner and Deputy Commissioners. - Ability to interpret intricate federal and state laws and regulations. - Excellent interpersonal skills.
