The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery-focused.

A&CM’s Strategic Services comprises five diverse teams who provide key business services and drive operational excellence across A&CM. Core functions of Strategic Services include: leading capital planning and financial administration including cost estimating for capital projects; supporting business departments to apply best-practice project management and project controls frameworks; enabling strategic vendor and contract management services; providing business intelligence services across the division to ensure data-driven management and decision-making; and supporting business operations through human resources management and logistics administration.

Within Strategic Services, the Project & Operational Excellence (P&OE) team has three primary objectives: (i) support business departments to apply best-practice project management and project controls frameworks to capital projects, (ii) input to the planning and execution of related Division-wide policies and practices, and (iii) design and support implementation of business process improvement initiatives through A&CM’s construction project management information system (PMIS), which the P&OE team is responsible for directly managing and supporting use of.

P&OE is seeking to hire a Deputy Director to support the Head of the team in further develop and build outing the team’s capabilities and activities in the areas of capital projects schedule, cost, quality, safety, and risk management and controls, as well as analytical problem-solving and process design / enhancement. This includes leading efforts to enhance key technology systems utilized across A&CM for construction project management, and coordinating with NYCHA’s central IT function to ensure the division’s technology needs in this area are met.

Reporting to the Head of Project & Operational Excellence, the Deputy Director of P&OE should have experience with large-scale construction programs and projects, preferably similar to those undertaken by NYCHA to renovate residential or commercial real estate properties, and specifically experience with implementing project controls frameworks across a large portfolio of such projects. The ideal candidate will have a keen eye for good process design and optimization, and experience with leading methodologies such as lean and Six Sigma. The Deputy Director should be able to effectively engage and communicate with business functions, and provide strategic guidance and support, on management and control issues at project, program and portfolio levels.

Key Day-to-day Responsibilities Include

  • Lead or participate in developing and implementing policies, procedures and approaches to be applied across the Division.
  • Identify, prioritize, and oversee implementation of improvements to construction management workflows, and configuration and optimization of supporting software platforms (e.g., e-Builder) and tools.
  • Hold regular meetings with project and program teams to support effective project management, verify schedule, cost and risk management processes implemented by project management teams strictly adhere to A&CM policies.
  • Oversee and manage project controls analysts involved in executing the team’s responsibilities, in particular schedule, budget/cost, and risk management analysis, controls, coordination and support to project teams.
  • Review and analyze quality assurance reports for trends and root causes and ensure timely responses and remediation measures are effectively undertaken.
  • Escalate project controls-related issues (e.g., unresolved baseline delays, potential cost overruns, recurring data inaccuracies, unmitigated risks, or policy non-compliance) to the Head of Project & Operational Excellence to ensure timely resolution, policy reinforcement, and/or strategic decision-making.
  • Provide training and feedback to project controls analysts, as well as project management staff.

ADMINISTRATIVE PROJECT MANAGER - 83008

Minimum Qualifications

  • A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.

Preferred Skills

Preferred Qualifications, Skills & Experience - Bachelor’s degree in engineering, architecture, construction management, project management or related field is preferred. - Proficiency in scheduling software such as Microsoft Project, Primavera P6 or similar is required. - A minimum of 5 years of relevant professional experience in construction project management and which at least 2 years much have been in a responsible consultative, managerial or executive capacity, is required. - Strong technology skills, including with major construction management software and tools, Microsoft Office Suite, and data analytics tools, are required. Experience with agile management and solution development techniques preferred. - Project Management Professional (PMP) or Certified Construction manager (CCM) is desirable. - Prior Public or Affordable Housing, or other government agency and intergovernmental coordination experience is preferred. Knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations is a strong plus. Key Competencies - Effective Manager & Change Agent: A creative thinker and structured problem-solver, able to drive change and innovation while effectively juggle diverse responsibilities and multiple, competing priorities. Demonstrated track record of facilitating large-scale organizational initiatives with a focus on project management, stakeholder buy-in, cross-functional teaming, process streamlining and efficiency improvements, and resource optimization. - Subject Matter Expert: An expert in construction project management, project controls, and related software tools, with a strong understanding of owner-contractor arrangements in public sector capital construction and development programs, ideally in New York City and State. Experience with alternative project delivery methods such as design-build and construction manager at risk. Understanding of lean methodologies and application to project management as well as other operational areas. - Analytical Problem-solver: A structured thinker and problem-solver, able to design and execute analysis to support decision-making and operational planning and execution, while effectively juggling diverse responsibilities and multiple, competing priorities. Demonstrated record of supporting operational excellence with a focus on rigorous and practical use of data and analysis, project management, stakeholder coordination, cross-functional teaming, process streamlining, and resource optimization. - Exemplary Communicator: Ability to communicate clearly, both verbally and in writing, and translate complex concepts and information for a variety of stakeholders and audiences. Strong political acumen and practiced in building relationships and facilitating multi-stakeholder meetings designed to achieve consensus on objectives.
