In order to be considered for this position, candidates must be serving permanently in the title of Administrative City Planner or must have taken, passed, and be reachable on the Open Competitive Administrative City Planner Exam # 1143 or be eligible under the 55a program.

As part of the Vision Zero initiative, the Automated Enforcement Unit which oversees the red light, fixed speed, mobile speed, fixed bus lane, mobile (MTA) bus lane, and Weigh in Motion violation issuance is seeking to hire a capable, confident, and dedicated Deputy Director of Program Management. The successful candidate will oversee the various programs of the Automated Enforcement Unit. The candidate will work closely with staff to plan for the installation of enforcement cameras throughout the five boroughs. Planning and researching sites for new red-light cameras; ensures data is accurate; ensures site feasibility; coordinates installation with vendors and tracks the progress of installations and effectiveness. Planning and researching sites for Bus Lane Cameras. Works closely with Transit Development for new sites to cover the 100-bus lane camera initiative and continue the relocation of existing cameras to new sites, ensures that the new locations are feasible, and tracks the progress. Planning and identifying new Speed Camera locations based on current data and overseeing and coordinating the monthly relocation of 25-speed cameras. In addition, the chosen candidate will oversee a newly acquired unit to audit, both internally by reviewing and updating SOPs as well as externally via the automated enforcement contractor to ensure that they are following all business rules set forth in the contract. The candidate will oversee and work with DOT Facilities to ensure a smooth transition of the Automated Enforcement Unit to the HUB and 1 Centre Street. Works with Facilities to ensure the AEU needs are considered. Review floor plans with staff to ensure all essential needs are met. Works closely with HR to ensure the total number of headcount and vacancies are determined to ensure full coverage at each location. Coordinates and oversees all aspects of the move. The chosen candidate will work closely with DOT policy to ensure that all automated enforcement annual reports are written and distributed within the given timelines.

ADM CITY PLANNER (NON MGRL) - 1005A

Minimum Qualifications

  • A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or
  • Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial

experience.

Preferred Skills

  • Experience in performing surveys for planning purposes and overseeing projects. - Must have strong organization skills, presenting skills, and knowledge of New York City streets. - Demonstrates technical proficiency in using MS Word, PowerPoint, and Excel. - Detailed oriented, highly organized, self-motivated, and possesses strong analytical, organizational, communication, and writing skills. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
