A&CM’s Capital Programs vertical is responsible for end-to-end management of over 500 active modernization projects across the Authority's properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current programs focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, sustainability initiatives, community centers, lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project. The vertical is organized into several departments including project management and program management.
The Senior Vice President for Capital Programs (SVP) is seeking to hire a Director for Program Management to oversee large, high-profile capital programs managed through program management services contracts. The Director will ensure that all assigned programs, typically valued between $100 million to $500 million, are executed effectively and meet NYCHA’s standards for quality, cost-efficiency, timeliness, safety and stakeholder engagement.
The Director reports to the Vice President for Program Management and oversees 10-30 program management services consultants and staff augments. The Director will play a critical role in managing relationships with program management firms, their inspection teams, external contractors, and internal teams. The initial focus will likely include waste management, community center renovations, and the closeout of the Sandy Recovery and Resiliency Program. The Director will also contribute more broadly across A&CM’s capital program and project management approaches and activities. The ideal candidate will bring expertise in construction/construction inspection management, project controls, and public-sector procurement, coupled with strong leadership and collaboration skills.

Key day-to-day responsibilities will include, but are not limited to the following:
- Provide direction to staff and program managers on critical issues such as design, construction quality, non-conforming work, safety protocols, and project closeout.
- Ensure sufficient vendor and contractual capacity to effectively execute programs.
- Review and approve key program documents such as RFQs/RFPs, contracts, task orders, change orders, and payment applications to ensure compliance with NYCHA standards and external
- Oversee and direct field inspection activities and responses to safety and quality inspections.
- Direct the review of project schedules and task order assignments to insure maximum productivity.
- Facilitate effective communication and coordination with NYC agencies (e.g., DOB, FDNY, DEP) and utility providers to address regulatory and operational requirements.
- Cultivate relationships with internal teams, including Heating, Elevators, Skilled Trades, Property Management, and Operations, to ensure cross-divisional collaboration.
- Monitor program performance metrics and project controls, identifying trends and ensuring timely corrective actions.
- Develop and present status updates, reports, and recommendations to senior leadership, summarizing key decisions and areas requiring attention.
- Address program-specific challenges, including schedule delays, budget overruns, and contractor performance issues, while mitigating risks to successful delivery.
- Lead efforts to integrate lessons learned and industry best practices into program management processes, driving continuous improvement.
- Make recommendations for improving inspection activities to the VP for Program Management.
- Manage staff performance, fostering a high-performance culture driven by accountability, collaboration, and innovation.

Minimum Qualifications
- Seven years of full-time, paid experience in the management of the maintenance and repairs of private or public residential, commercial or industrial real estate properties, building construction inspections or field inspections and investigations requiring the gathering and reporting of housing or building data or full journeyman-level experience in the building trades as a mason, carpenter, plasterer, iron worker, plumber, at least 18 months of which must have been in a managerial or administrative capacity; or
- Five years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus two years of education in an accredited college or technical school in a construction program or education towards a baccalaureate degree in a related field of Engineering, Architecture or Engineering Technology; or
- At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus an approved five year apprenticeship in housing inspection; or
- Completion of three years of apprenticeship in housing inspection, plus either four years of experience as described in "1" above, at least 18
- Education and/or experience which is equivalent to "1", "2", "3", or "4" above. All candidates must have at least two years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. Six months of experience will be credited for each year of apprenticeship in the building trades up to a maximum of two years of the general experience.
- A bachelor's degree in a relevant field (e.g., engineering, architecture, urban planning, construction management) from an accredited college or university is required. A master's degree is preferred. 2. Licensed as a New York State professional engineer license or valid New York State registration as an architect is preferred. 3. CCM or PMP certifications preferred. 4. Minimum of 3-5 years of progressive experience in program management services, construction, owners’ representation, or related areas with a successful track record of implementing multiple complex construction projects simultaneously with quantifiable results. 5. Strong knowledge and skills in the areas of construction, consultant management, and procurement required. 6. Knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations related to pubic and affordable housing, as well as prior experience with public or affordable housing, is a strong plus.
