The New York City Campaign Finance Board manages New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is the centerpiece of this progress.

We eliminate barriers to participation by providing access to the resources New Yorkers need to vote or run for office and amplify the voices of small donors with New York City’s small donor democracy program.

Responsibilities

The Operations and Finance unit is responsible for the financial, procurement & administrative services that support agency-wide operations. The Finance Analyst (College Aide) will report to the Director of Finance and will be part of a dynamic, service-oriented team responsible for upholding the integrity of the agency’s financial activities. The team oversees the Other than Personal Services/Public Funds (OTPS), Administrative Other than Personnel Services (AOTPS), and Personal Services (PS) budget. The Finance Analyst will be responsible for budgeting, closeouts, payments, fiscal data analysis, forecasting and other duties. Responsibilities include, but are not limited to:

  • Prepare and maintain the CFB portfolio’s spending plan. This includes preparation for all budget modifications and Financial Plan changes as well as the preparation of expenditure reports.
  • Provide programmatic staff with oversight and technical assistance with funding and budgeting.
  • Review and track programmatic and administrative spending; maintain tracking and reconciliation of direct service contracts status and budget.
  • Analyze variances and discrepancies and report findings related finance and budget.
  • Estimate budget expenditures by preparing and developing analyses that will contribute to the agency wide surplus need analysis.
  • Prepare and present analytical reports on the portfolio budgetary issues.
  • Support invoice payment and contract management.
  • Assist in managing and maintaining strong vendor relationships.
  • Assist Operations and Finance staff with any special projects.
  • Additional responsibilities as assigned.

Knowledge

  • Entry-level experience, with a background in finance and data analytics.

Skills

  • High level of technical proficiency, particularly working with Microsoft platforms primarily Excel and pivot tables.
  • Strong analytical, problem-solving, and communication/presentation skills (both verbal and written) and the ability to manage multiple projects with various deadlines simultaneously.
  • Excellent analytical skills, good reasoning abilities, and execution of sound judgments.
  • Superior interpersonal skills including patience and ability to work well with external vendors and staff at all levels and functions.
  • Strong communicator and collaborator who can adapt to a variety of work styles.

Abilities

  • Experience performing data entry and processing high volumes of information and the ability to work on multiple projects concurrently.
  • Ability to maintain a high level of confidentiality.
  • Strong work ethic and meticulous attention to detail.

Other/Preferred Skills

  • Current college student, pursuing a degree in Business Administration, Finance, and/or Public Administration highly preferred.

Minimum Qualifications

For Assignment Level I:

Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.

For Assignment Level II (Information Technology)

Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.

For Assignment Level III (Information Technology Fellow)

Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE

Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
