The Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding, and technical capacity to deliver critical services effectively and meet DOHMH's.
Position Summary: The Health insurance Biller will be reporting to the Assistant Director along with 6 Health Insurance Billers. The Health Insurance Biller will be responsible for
Duties Will Include But Not Be Limited To
Review patient demographics from all clinical EMR, verify and make all necessary edits in the billing software.
Perform and verify patient's insurance eligibility for all service areas of DOHMH Article 28/36 clinics.
Obtain prior authorizations for services when required.
Perform computations of service charges balance in the billing financial system.
Calculate account balance and identify payment accuracy according to fee schedule.
Perform claim reviews prior to submitting claims to payers.
Communicate updated patient information with clinic teams to ensure transparency.
Review all claims CPT/ICD-10/HCPCS, payment modifiers in billing financial systems, to ensure accuracy following CMS and other third-party insurance regulations.
Monitor and review claims with outstanding collection balances.
Prepare patient statements when required.
Prepare and batch claim forms out to third party payers for reimbursements.
Review clearinghouse acceptance and rejection reports.
Edit and make correction to rejected claims and re-batch to third party payers.
Monitor and manage assigned aging reports as required.
Keep current with industry billing trend and report changes to supervisor.

Minimum Qualifications
- Completion of 30 semester credits from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA), including 6 credits in accounting; or
- A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and two years of satisfactory full-time bookkeeping experience; or
- A satisfactory combination of education and/or experience equivalent to "1" or "2" above. College education may be substituted for experience in "2" above on the basis that 15 semester credits from an accredited college may be substituted for each year of required experience. However, all candidates must have a high school diploma or its educational equivalent, and either 6 semester credits in accounting from an accredited college or 6 months of experience as described in "2" above.
