The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory, and contractual standards.

The Bureau of Eligibility Verification (BEV) is mandated to deter cash assistance fraud at the application level. BEV contributes to the integrity of cash assistance process by conducting eligibility reviews of applicants by conducting extensive fieldwork to interview suspected persons, collateral persons, complainants, and/or witnesses to obtain and verify information.

The BEV is recruiting for one (1) Administrative Investigator NM II, to function as a North Regional Director, who will:

  • Direct the operation of the Bronx Field Office and manage the assignment, supervision and training of staff in the investigation of BEV cases, to ensure agency procedures are applied with similar results across this region and other regions.
  • Act as a conduit for communications to the Executive Regional Director of BEV/Field Operation in matters related to staff and programmatic issues. Participate in meetings held by the Executive Regional Director to discuss the various facets of the operation.
  • Oversee the formulation, development and implementation of BEV investigative policies and procedures for the Bronx Borough Office. Oversee the usage and data-mining of various external and internal databases used by IREA/BEV. Direct, plan and evaluate on-going special projects designed to detect and deter fraud and prevent homelessness in the Family Assistance and Safety Net programs.
  • Ensure compliance with Executive directives and agency regulations by conducting productivity audits designed to address vulnerable areas of the field operation and reviews monthly and weekly statistics to ensure corrective measures have been implemented to remain compliant with organizational goals.
  • Work collaboratively with the other Regional Directors to facilitate, coordinate and analyze the activities of the BEV Field Operations to ensure that agency goals are aligned to meet objectives and investigative priorities. Utilize and analyze program measurements to ensure that agency goals are met or exceeded.
  • Oversee the directing and administering of technical assistance to all units under supervision in the Bronx Borough Office. Introduce new or modified procedures as warranted.

ADMINISTRATIVE INVESTIGATOR (N - 1002I

Minimum Qualifications

  • A baccalaureate degree from an accredited college and four years of satisfactory full-time experience conducting investigations to identify or gather evidence of criminal activity or fraud, or to verify or evaluate qualifications of persons for employment or licensure, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing investigations or related work; or
  • An associate degree or 60 credits from an accredited college and six years of satisfactory full-time experience as described in "1" above; or
  • A four-year high school diploma or its educational equivalent and eight years of satisfactory experience as described in "1" above; or
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive or supervisory capacity as described in "1" above.

  • Ability to critically assess operational issues, use evaluation techniques, and conduct research to develop cost-effective corrective actions and policies designed to improve performance and operational efficiency. - Excellent supervisory and technical skills to plan and monitor projects undertaken by assigned staff. - Strong analytical and decision-making abilities. - Excellent oral and written communication skills. - Working knowledge of HRA/IREA Systems including Alerts Fred Monique, Mapper, WMS, HRA Viewer, SOLQ, TALX and Lexis-Nexis Systems.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
