About The Agency

The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners.

Your Team

The Office of Finance & Administration (OFA) is charged with the planning and management of the agency’s resources and advises the Commissioner and senior team on how to improve efficiency and allocate funding to carry out HPD’s mission.

OFA is composed of five divisions, which work in conjunction to provide centralized support, consultation, and oversight on a broad range of issues for the entire agency.

  • The Division of Budget manages the agency’s $1 billion operating budget, which is comprised of nearly 25 funding streams from city, state, federal, and other categorical sources. The division’s staff advise and support HPD’s program managers and budget liaisons on matters pertaining to funding availability, grant compliance, cost saving initiatives, financial analysis, and program development
  • The Division of Capital Planning is responsible for the planning and management of funding for the agency’s capital program, which includes affordable housing development, technology initiatives, and critical infrastructure projects. The division has oversight of HPD’s $13 billion Ten-Year Capital Strategy. Capital Planning staff work closely with the Office of Development, HPD Tech, and Division of Operations & Support Services along with the city’s other capital agencies to conduct financial analysis, review underwriting, shepherd projects through the approval process, and provide guidance on the eligible use of capital funding in accordance with the Comptroller’s Directive 10.
  • The Division of Fiscal Affairs administers the agency’s accounts payable, accounts receivable, emergency repairs recoupment, central administration, and fiscal procurement functions in accordance with the Comptroller’s Internal Control and Accountability Directives. Fiscal Affairs works closely with other divisions within HPD as well as city oversight agencies, such as the Financial Information Services Agency, Department of Finance, and NYC Office of the Comptroller, to process payments and carry out financial operations. Procedures and internal controls are implemented to ensure financial accountability and to safeguard against corruption.
  • The Division of Human Resources is responsible for maximizing the agency’s capacity to serve the City of New York through the recruitment and retention of a skilled, engaged, and diverse workforce. The Division works with the agency’s senior leadership to achieve this goal through the implementation of effective strategies, policies, processes while providing accessible workforce development resources for all agency staff.
  • The Division of General Services is responsible for oversight of HPD’s physical plant, including 100 Gold Street and eight site offices across the City. The division works closely with the Department of Citywide Administrative Services (DCAS) to maintain facility operations; provide agency support services including postal / mailroom services, delivery and distribution of mail and packages; print and photocopying of material for public distribution; purchase, distribution, and maintenance of office supplies, equipment, and furniture through the warehouse; and coordination of file storage and archiving services.

Your Impact

As Special Projects Analyst for the Office of Finance & Administration, you will be involved in HPD’s fiscal, budget, and resource allocation operations. The Special Projects Analyst will manage projects and research assignments related to executing agency priorities with an emphasis on data analysis and strategic planning.

Your Role

Reporting to the Chief of Staff for Finance & Administration, you will work with the OFA Executive Team and Divisions to streamline processes and enhance operational efficiency. As a Special Projects Analyst, you will leverage data-driven insights to support agency-wide policy goals and help bridge the gap between strategic thinking and data analysis/data reporting.

Your Responsibilities

  • Assist in coordinating and managing the agency's Expense Budget Financial Plans to ensure alignment with the agency’s mission.
  • Coordinate with the Division of Budget and the Division of Intergovernmental Affairs to analyze proposed legislation and respond to Community Board requests effectively.
  • Identify bottlenecks in hiring processes and develop strategies for improvement.
  • Liaise with key city agency partners, including the Office of Management and Budget (OMB) and the Department of Citywide Administrative Services (DCAS), to ensure compliance and operational efficiency.
  • Assist with space planning initiatives at HPD headquarters and site offices to optimize physical resources and support operational efficiency.
  • Enhance the administrative capacity of the OFA Executive Team by managing strategic initiatives.
  • Lead the implementation of new technology solutions to enhance internal financial operations management at HPD.
  • Develop and utilize tools and dashboards to present reports and data in an accessible format for both technical and non-technical audiences
  • Undertake other duties, special projects and reports as required.

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
  • An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
