THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD WELFARE SPECIALIST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care. The Office of Older Youth Development Services (OYDS) is committed to promoting better, more informed case decision-making and service delivery outcomes for children, youth and family involved in our child welfare system, through the process of collaboration in our Youth Justice System. The Youth Justice works closely with the child, youth, family, members of the family’s community, professionals and other to jointly develop plans to strengthen family capacity, ensure safety, well-being, stability and permanency and to build a network of support that will sustain the family over time.
OYDS Youth Justice Unit works closely with provider agencies, families, extended families and neighborhood/community-based providers, juvenile justice, Department of Correction, family and criminal court to improve cooperation, communication and teamwork. OYDS Youth Justice Unit facilitates conferences, including movement in care, pre-adoption, reunification, crossover youth practice model (CYPM) and other critical issues as well as foster care high needs conferences.
The Youth Justice Specialist will be responsible for performing the following duties but not limited to:

The Youth Justice Specialist will be responsible for performing the following duties but not limited to:
- Complete Extension of Placement (EOP) petitions on cases with delinquency and Person in Need of Supervision (PINS) dockets.
- Outreach to foster care provider agencies to secure written status reports detailing the youth's placement and efforts made towards reunification.
- Conduct court appearances to justify the reason an extension of placement should be granted.
- Assist the Residential Care Permanency Planning Unit (RCPPU), DOC and Detention area by completing assessment tools to identify the youth resources and expedite permanency.
- Conduct visits to Rikers Island and detention facilities to meet with crossover youth to discuss resources, supports and service needs, and work with the agencies in ascertaining a permanent adult connection.

Minimum Qualifications
- A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing, or cultural anthropology, with at least 12 of these credits in one discipline.
- Upon satisfactory completion of six months of training and experience at Assignment Level I, an employee shall be assigned to Assignment Level II.
- Upon completion of one year of satisfactory experience at Assignment Level II of Child Welfare Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.
- To be appointed directly to Assignment Level II, a candidate must have, in addition to meeting the minimum qualification requirements set forth above, one year of satisfactory child welfare casework experience.
