THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) INTHE CIVIL SERVICE TITLE OF ASSOCIATE STAFF ANALYST.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Office of the General Counsel (OGC) provides legal representation and advice to the Commissioner and all divisions at ACS. OGC identifies areas of legal vulnerability and coordinates with other Divisions to ensure compliance with court orders, consent decrees, and other legal and regulatory mandates. OGC also works closely with the NYC Law Department to minimize risk and avoid litigation and defend ACS in class action and individual lawsuits. OGC is comprised of six legal units and two non-legal units.

The Office of Procurement, headed by the Agency Chief Contracting Officer (ACCO), is responsible for purchasing necessary goods and services needed to protect the City’s children and families. The Office of Procurement also assists ACS program areas with the preparation of specifications or scopes of services needed in order to issue Invitation to Bid or Request for Proposals (RFP), and with the help of the ACS program areas, verifies the responsibility of the vendors to provide the proposed services. In addition, the Office of Procurement registers contract awards with the New York City Comptroller’s Office.

Position’s scope of work:

ACS is seeking an experienced procurement professional to serve as Assistant Deputy Agency Chief Contracting Officer (ADACCO) to support the agency administrative contract portfolio within the Office of Procurement.

The successful candidate will have worked in a fast-paced environment and have experience in managing City procurements and the City’s M/WBE Program, including reviewing, and approving documents on behalf of Senior Staff. Candidates should be highly motivated and should be able to retain and communicate effectively, combined with strong critical thinking and organization skills and attention to detail.

The ADACCO will report directly to the Deputy Agency Chief Contracting Officer (DACCO) for Administrative Contracts. Duties will include but are not limited to:

  • Assist the ACCO and Deputy ACCO (DACCO) in all aspects of procurement management required to maintain ACS’ portfolio of administrative contracts. The Administrative contracts portfolio includes but is not limited to Competitive Sealed Bids, Competitive Sealed Proposals, Negotiated Acquisitions/Extensions, Contract Amendment and Assignments, Government–to-Government, New York State Office of General Services (OGS) and General Services Administration (GSA) Back Drop contracts, Preferred Source procurements, DoITT ITCS Task and Change Orders, and DCAS Service Contracts Task Orders and Leases.
  • Work with the program areas to help them understand the steps necessary to develop major procurements from initiation of project through registration and contract expiration.
  • Prepare procurement documents including responsibility determinations. Reviewing contract specifications to ensure conformity to agency’s requirements and City mandates.
  • Perform all activities associated with Requests for Proposals (RFP’s) and Invitations for Bids (IFB’s) and other procurement methods to procure administrative goods and services for ACS utilizing the City’s Procurement Systems including Procurement and Sourcing Solutions Portal (PASSPort) and FMS.
  • Communicate with and obtain approvals from oversight agencies as needed. Oversight agencies include the Mayor’s Office of Contract Services, Department of Investigation, Department of Finance, and the Department of Small Business Services.
  • Perform all functions in the absence of the DACCO including approval of documents in applicable procurement systems such as PASSPort and representing the Office of Procurement in meetings.
  • Assist the Deputy ACCO in supervising staff.
  • In consultation with the DACCO, identify opportunities for process improvements and staff training.
  • Conduct staff trainings and ensuring knowledge transfer among staff as appropriate.
  • Oversee the accurate, thorough, and timely completion of and the preparation of contracts for registration with the Comptroller’s Office and assisting staff in communicating with vendors and ACS staff in other divisions.
  • Enforce and monitor compliance with the City’s Procurement Policy Board (PPB) Rules, Citywide Insurance requirements for vendors, and contractor performance evaluations.
  • Analyze existing procurement processes to determine the potential for efficiency improvements.
  • Participate in various M/WBE related work and events as required.
  • Perform special projects as needed.

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
  • An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

Preferred candidate should possess the following: - Previous procurement experience - PASSPort experience - FMS experience - Familiarity with the City's Minority and Women Owned Business Enterprise (M/WBE) Program - Ability to multi-task in a fast paced environment - Excellent analytical,communication and interpersonal skills,and should be detail-oriented,service-oriented,as well as a team player - Computer literate with working skills in Microsoft Office tools such as Microsoft Outlook,Word,Excel and PowerPoint.

New York City residency is generally required within 90 days of appointment.
