The Chief Operations Officer (COO) acts as a strategic leader and operational facilitator, working across Bureaus to ensure seamless coordination and alignment with the DOB's mission and objectives. The COO is responsible for driving initiatives, fostering collaboration, and ensuring the Agency's strategic and operational goals are met. The COO collaborates closely with the Commissioner and Deputy Commissioners to improve organizational performance, enhance services, and implement internal, external, and citywide initiatives. Reporting to the Deputy Commissioner for Finance, the COO will serve as lead liaison with Deputy Commissioners, Division Managers, Analytics & Data Science, and Budget Management to optimize operational process flows, reporting, and resource allocation.

Strategic Coordination:
- Collaborate with Deputy Commissioners to align goals and objectives across operational units.
- Communicate priorities, assess the effectiveness of policies, and ensure accountability for past and present Agency decisions.

- Monitor changes in emerging technologies, political and regulatory shifts, or funding changes to update the Agency for future planning.
- Provide reports on operational challenges, resource allocation, and process improvements.
- Assist leadership in decision-making by providing data-driven insights and recommendations.
- Ensure leadership is well-informed on operations and able to make pragmatic decisions.
- Create/uncover identifiable and trackable indicators of success and failure in each Bureau.
- Develop and implement policies, procedures, and initiatives that enhance organizational performance. Implement the Commissioner’s strategic vision and objectives in collaboration with the Deputy Commissioners and Division Managers.
- Establish project governance frameworks, conduct reviews of existing operational plans, and provide insights for next steps and improvements.
- Ensure that all Bureaus adhere to best practices and standards that align with the Commissioner’s vision.
- Monitor and create opportunities for efficiency improvements, encouraging innovation and streamlined workflows.
- Act as a point of contact on operational matters. The COO must learn and understand all aspects of the Agency’s functions.
- Collaborate with division managers to ensure optimal use of resources across the department.
- Work closely with Budget Management to identify opportunities for cost-saving measures, operational efficiencies, and resource sharing.
- Lead efforts to reduce waste, leverage surplus talent or resources, and improve quality in work.
- In collaboration with each Bureau Manager’s office, create a 6, 12, 24-month strategic plans to align Department goals with a timeline for execution. Monitor the strategic plans for project performance and manage resource allocation in collaboration with Budget Management. Lead change management initiatives to ensure the adoption of strategic plans are successful.

Minimum Qualifications
- A baccalaureate degree from an accredited college and five years of satisfactory fulltime experience in change management, organizational strategy, project management, or a related field, at least two (2) years of which must have been in a managerial, administrative, consultative, or supervisory capacity; or
- Education and/or experience equivalent to “1” above. All candidates must have at least two (2) years of experience in a managerial, administrative, consultative, or supervisory capacity.
Preferred Skills
- Familiarity with the history, mission, jurisdiction, enforcement and development specializations and strategic priorities of the Department of Buildings or in other similar City agencies - Strong written and verbal communication skills - Excellent analytical thinking, organizational, presentation, and facilitation skills - Ability to develop, design, and implement long range plans, goals, and objectives - Time management and work prioritization skills – ability to handle multiple tasks under tight deadlines - Proficiency with Microsoft Office, including Word, Excel, and PowerPoint
