The Real Estate and Economic Development Division (REED) of the New York City Housing Authority (NYCHA) Law Department (1) structures transactions and drafts and reviews documents encompassing all aspects of public, affordable, and mixed-use housing development, (2) negotiates, drafts and reviews leases and licenses and ancillary documents thereto for purposes of (a) transactions that generate business and economic opportunities for NYCHA, (b) transactions that are undertaken in connection with community facility uses that benefit residents, and (c) providing access in connection with (i) real estate development, (ii) required access by adjacent owners for repairs to their properties or (iii) access by NYCHA to adjacent properties for NYCHA’s repairs to its own properties, (3) ensures compliance with zoning, land use, and other requirements associated with NYCHA’s real estate and capital portfolio and within complex development transactions, and (4) counsels NYCHA’s corporate affiliates and handles corporate formation and compliance matters relating to real estate entities and their subsidiaries, including annual meetings.

The position will be responsible for (a) such community support to which certain legal documents speak, (b) legal support (i) through research on ACRIS, (ii) obtaining and reviewing necessary files from NYCHA’s Records division, (iii) filing and recording documents with the City Register or County Clerk of the City of New York, (iii) preparing UCC documents for attorney review, and (iv) drafting memoranda to NYCHA divisions concerning satisfactions, and other legal matters to provide information, (c) preparing reports through Legal Stratus, (d) researching historical documentation and records, including at times travel to Long Island City offices, (e) notarial services, (f) file organization, (g) archiving materials, (h) obtaining archived and stored files (both electronic and on paper) and (i) onboarding of new employees, and (j) any other activities all in support of the above. Such work will be of varying degrees of difficulty and responsibility performed under supervision of supervisory legal staff and attorneys.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

  • Excellent analytic, organizational and management skills, as well as the interpersonal skills to interact with NYCHA staff on a regular basis. 2. Experience supporting attorneys in the public sector. 3. Excellent written and oral communication and organizational skills.
