The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The Equal Employment provisions of the Workforce Innovation and Opportunity Act (WIOA) are designed to ensure that all job seekers can access workforce development services free of discrimination and that program services are offered consistently to applicants and participants. The Equal Opportunity (EO) - WIOA unit at DYCD is charged with: 1. ensuring compliance with federal mandates related to equal opportunity, including the investigation of discrimination complaints; 2. supporting WIOA youth program contracts in serving youth with disabilities and ensuring equal opportunity access to services; and 3. supporting internal WIOA and DYCD staff on equal opportunity and accessibility work, including sharing best practices and resources broadly and determining how WIOA EO provisions and practices can benefit all DYCD workforce programs. The EO WIOA unit at DYCD is seeking an EO Specialist.

Under the direction of the Director and Deputy Director of the unit, with latitude for independent initiative and judgment, the EO Specialist’s responsibilities include, but are not limited to, the following: - Providing technical assistance and ongoing support to DYCD WIOA youth contractors in the planning and implementation of the Non-Discrimination and Equal Opportunity Provisions for WIOA (29 CFR Part 38) by holding regular meetings with assigned contractors and following up within two business days to phone and email inquiries.

  • Assisting with and leading training sessions for WIOA contractors and DYCD staff in performance of Equal Opportunity (EO) responsibilities.
  • Analyzing and evaluating program data using DYCD’s program management systems, and preparing monitoring, evaluation and statistical reports to document EO-WIOA activities and outcomes.
  • Researching alternative methods and best practices for implementing the Non-discrimination and Equal Opportunity Provisions, service deliver and access of reasonable accommodations to WIOA youth program participants.
  • Conducting field visits to providers’ program sites (All NYC Boroughs) to provide technical assistance and ensure EO/American with Disabilities Act (ADA) compliance.
  • Maintaining records of correspondence with meticulous attention to detail and completing assignments timely.
  • Assisting with EO complaint investigations and other duties as assigned.

CONTRACT SPECIALIST - 40561

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
  • A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
  • Education and or experience equivalent to “1" or “2" above.

Preferred Skills

  • Strong writing and oral skills 2) Knowledge of WIOA, federal, state and/or local equal opportunity laws and regulations 3) Contract monitoring experience 4) Comfort with and enthusiasm for making presentations and educating various audiences on EO provisions, accessibility, and best practices 5) Proficient in Microsoft Suite 6) Excellent judgement/analytical skills 7) Systems knowledge (DYCD Connect, YEPS, PASSPort & ECMS)

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
