The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

Your Team:

The Division of Budget and Program Operations (BPO) within the Office of Housing Access and Stability supports key functions across several divisions: Housing Opportunity, Tenant and Owner Resources, Housing Stability, and Policy and Program Innovation. BPO plays a critical role in monitoring and supporting program budgeting, staffing, and procurement. Additionally, the Division oversees Housing Quality Enforcement and related inspection operations. BPO also coordinates technology initiatives and analytics across the Office in collaboration with key stakeholders, ensuring essential systems support both internal and external partners.

Your Impact:

Reporting to the Director of Housing Quality Enforcement (HQE) and working within the portfolio of the Executive Program Director, the selected candidate will be responsible for ensuring compliance with federal Housing Quality Standards (HQS) for units occupied by subsidized households. This role involves acting as a liaison between HPD and property owners, focusing on improving operational efficiency and effectiveness, and overseeing HQS enforcement actions, such as Housing Assistance Payments (HAP) abatements and re-instatements.

Your Role:

  • Be able to work independently and manage own workload.
  • Performs research, maintains records and generates reports
  • Works closely with field staff to ensure apartment inspections are complete and data is accurately maintained
  • Coordinates with tenants for inspection of apartments to ensure access is confirmed.
  • Works with HPD Info and Section 8 Elite Programs
  • Answers and routes incoming calls utilizing the NEC UC for Business telephone system.
  • May assist with drafting written responses to inquiries from Tenant, Landlords or Management Agencies
  • Coordinates large mailings, makes copies, keeps electronic folders, and manages paper/electronic filing systems.
  • Works closely with Coordinator/Team Leader to ensure work is running smoothly
  • Serve as a key point of contact for public communication, ensuring accurate information is provided to landlords, and tenants
  • Tracking and responding to inquiries; and working with the senior management team to implement and maintain best practice operations.
  • Work on special projects and initiatives as determined by management
  • Attends mandatory trainings

  • Ability to manage time effectively, set priorities, and meet deadlines

Minimum Qualifications

Qualification Requirements

  • High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
  • Education and/or experience which is equivalent to "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
