The Office of Technology & Innovation seeks an experienced Senior EEO Investigator to report to the Assistant Commissioner of EEO & Diversity Management. The Senior EEO Investigator is a trusted advisor to employees and management, helping maintain a fair, inclusive, and productive work culture. Under the direction of the Assistant Commissioner of EEO & Diversity Management, the Senior EEO Investigator will conduct internal EEO investigations and prepare advisory memos, investigative reports, for complaint/issue resolution, process reasonable accommodation requests and provide guidance on the agency's policy regarding reasonable accommodations to employees, supervisors, and other management officials, perform EEO legal work and research of fact and questions of law and develop and conduct EEO-related training for all Agency staff.

Responsibilities will include, but not be limited to:

  • Assist in the development of the Agency’s Diversity and Inclusion strategic plans.
  • Ensure effective fulfillment of the Agency’s EEO obligations as provided by the City Charter and other Federal, State and Local employment laws.
  • Advise executive, managerial, and supervisory staff on EEO matters and meeting with them regularly to ensure that best practices are followed in connection with all employment decisions,

including selection, transfers, and promotions.

  • Work with the Assistant Commissioner to develop strategies to improve diversity and promote a more inclusive workplace.
  • Partner with Human Resources professionals including the coordinator for the 55-A program and other internal/external entities to ensure compliance.
  • Compile statistical data on EEO matters and preparing all required reports.
  • Assist in the preparation of responses to any audits as required.
  • Perform related work as directed by the Assistant Commissioner of EEO & Diversity Management.

HOURS/SHIFT

Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or evenings.

Minimum Qualifications

  • Admission to the New York State Bar; and either "2" or "3" below.
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In addition to meeting the minimum Qualification Requirements:

To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred Skills

The successful candidate should have the following: - Experience conducting investigative interviews and preparing investigative reports. - At least two years’ experience with EEO/HR, analysis of issues related to workplace discrimination, or related work experience. - Knowledge of citywide personnel policies and procedures. - Candidates should possess the ability to work and communicate effectively with employees at all levels throughout the agency. - Ability to manage a workload within tight time constraints and complete tasks on time. - Experience with NYCAPS and maintaining confidential employee data. - Proficient in Microsoft Office, specifically Excel, Word, PowerPoint. - Demonstrated commitment to creating a diverse, equitable, and inclusive workplace.
