Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery-focused.

Architecture & Engineering Services (AES) partners closely with other A&CM departments to deliver capital projects and other strategic initiatives. AES provides design services as well as oversight of architecture and engineering firms involved in projects, while setting overall design standards and performance requirements that apply to all NYCHA modernization programs. This includes expediting and other interagency coordination, code and standards analysis, and technical investigation and advisory services. The department is organized into three main teams that comprise a number of architecture, engineering, landscape and urban design studios, as well as other specialized units.

The Architecture & Engineering Services Department (AES) provides design services and oversight of AE firms for the division and across NYCHA while setting overall design requirements and guidelines for NYCHA properties. AES reviews architectural and engineering packages/submissions from other departments across NYCHA.

Under the supervision of the Studio Leader, the selected candidate will perform architectural tasks which require independent thinking, self-management, and innovative and strategic approaches to helping the Authority meet its goals of keeping its aging infrastructure in a state of good repair.

Duties and responsibilities include, but are not limited to the following:

1. Conduct complex and important research, investigations, studies or examinations related to the architectural function and scope of capital projects.
2. Prepare drawings related to the architectural plans for major projects for the construction, renovation or repair of public works, structures or installations, and review architectural and engineering drawings.
3. Prepare specifications and support the development of cost estimates and estimates of quantities.
4. In connection with architectural projects, make interpretative detailed sketches or layouts of intricate or fundamental portions or aspects of the architectural plan as proposed or adopted.
5. Prepare analyses of the spatial organization and efficient utilization of sites and structures, utilities and appurtenances, as well as the functional arrangement of interior layouts.
6. Solve problems and interpret design and construction contracts.
7. Write reports including Basis of Design Reports.
8. Contract management.
9. Coordinate with other design staff and teams to meet the capital plan obligation goals for the Asset and Capital Management Division (A&CM).
10. Perform project document coordination between architectural, engineering and other relevant disciplines and ensure completion of contract packages.
11. Develop designs for exterior envelopes and interior renovations of a complex nature.
12. Develop designs to meet ADA and accessibility requirements.
13. Coordinate the design of projects and project teams including coordinating the work of professional engineers.
14. Serve as a consultant on major architectural projects.
15. Prepare original reports of a complex nature.
16. Make field visits and conduct site surveys.
17. Sign and seal architectural and other official documents. File documents at the NYC Department of Buildings.
18. Manage project files.

NOTE: The Department of Citywide Administrative Services (DCAS) administered a civil service exam for the Architect title on 08/07/24. Therefore, applicants (candidates) that did not take and pass the exam will potentially not be considered, likewise applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

Minimum Qualifications


1. A valid New York State Registration as an Architect. Current New York State Registration as an Architect must be maintained for the duration of your employment.

2. In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.

Preferred Skills


1. Excellent Revit and AutoCAD and 3-D software skills. 2. Excellent contract package production and organizational skills. Ability to review one’s own drawings and the drawings of others. 3. Ability to act independently, make informed decisions, manage one’s own time and coach junior staff members. 4. Knowledge of NYC Construction Codes, Energy Codes, LPC, NYC DEP requirements, NYC Zoning Resolution, FDNY, NFPA, CSI and related applicable reference Codes and Standards. 5. Expertise in design for renovations of residential buildings, replacement of roofs, community centers, and commercial spaces. 6. Understanding of materials, construction processes, architectural systems including roofing and methodologies, building façade / Local Law 11. 7. Excellent written and verbal communication skills, as well as interpersonal skills. 8. Experience developing presentations to project teams and clients. 9. LEED AP certification, Enterprise Green Communities criteria, Passive House certification and other high-performance building experience are considered a plus. Key Competencies 1.
