The Fire Department, City of New York (FDNY), seeks a full-time Executive Director of Strategic Projects in the Bureau of Communications. Reporting directly to the Bureau of Communications head, the successful candidate will serve as the primary point of contact and lead for the Bureau regarding all strategic initiatives and projects within the portfolio as well as serve to represent the Bureau on strategic projects and initiatives outside the Bureau as a stakeholder and facilitator. The Executive Director of Strategic Projects duties include: Establish and oversee the Bureau’s projects and strategic initiatives and supervise BOC staff in the coordination of critical projects such as the requirements gathering and test/validation stages of CAD system enhancements and replacements; coordinating stakeholders including call takers, dispatchers and operational staff to improve call-handling and process flows for incidents being processed through the 9-1-1 system; provide coordination for evaluating new software or initiatives in the BOC operation such as innovations to incorporate optimization and Artificial Intelligence; provide and facilitate project tracking to senior executives in the agency as needed and participate in internal and external steering committees with partners as needed. The Executive Director should demonstrate strong understanding of NYCs 911 systems and infrastructure and be prepared to bring innovation to streamline performance and improve call-processing and dispatch times for FDNY responses to incidents; Provide SME with implementing various department initiatives including alternative transport, telemedicine, B-HEARD and technological expansions for 911 including Text 2 911, 311 and administrative services. The ED will also develop strategic and workable plans for quality assurance and outreach for the bureau; Partner with IT and other stakeholders in coordination of existing and new initiatives such as the Next Generation 911; Telephone and Radio; EMSCAD replacement; FireCAD Tech Refresh; PSAC 1 refresh, etc.

The Executive Director will serve to foster continuous planning and data-driven decision-making for the Bureau of Communications while promoting a culture of innovation for the team. The successful ED candidate is an excellent communicator and team-player and able to respond to pressure in a fast-paced front-line support Bureau that operates 24/7 as needed.

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

Ten or more years’ experience in the following: Managing and organizing large and complex initiatives. Developing and implementing procedures. Training personnel. Successful in modifying procedures based on public needs. Communications data literacy, LEAN or Six Sigma and strong project management capabilities. Ability to identify inefficiencies and opportunities for improvement. Ability to view operations holistically as integrated with other systems/processes simultaneously observe the detailed operations and their interplay. Extremely strong managerial organizational and change management experience, and a distinct understanding of FDNY's mission, an outstanding ability to direct complex activities and programs on behalf of BOCs specialized areas and a clear understanding of policy implications throughout the agency are critical requirements for this position

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
