Construction Auditor (Engineering)
The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion.
We have an excellent opportunity for an IG Construction Auditor who will provide technical engineering/construction expertise to support effective IG office investigations. In this role you will conduct examinations of capital construction projects undertaken by the Authority in an effort to detail evidence of fraud or corruption in the design, execution or management of such projects.
Responsibilities Include:
- Conduct examination of capital construction projects undertaken by the Authority in an effort to detail evidence of fraud or corruption in the design, execution or management of such projects.
- Serve as a team leader/supervisor to other IG Engineer Auditors in the completion of their tasks.
- Develop engineering programs as well as assign, monitor and evaluate the work performed by other IG Engineer Auditors.
- Recommend modifications to improve controls, operating efficiencies, and correct deficiencies through audits.
- Oversee and conduct preliminary surveys, entrance/exit conferences with non-construction auditors/vendors, contractors.
- Review complex audit field work performed by consultants and others to ensure compliance with procedures & standards.
- Conduct onsite inspections and evaluate construction projects for compliance with contract specifications.
- Conduct audits on bid documents, payment requests, change orders etc. for evidence of fraud or mismanagement.
- Perform cost recovery analysis on projects where fraud investigations are contemplated.
- Develop and maintain liaison with other agencies concerning engineering audit issues.
- Conduct interviews and surveillances working in an undercover capacity; execute search warrants; participate in records checks and searches; testify during criminal or administrative proceedings.
- May perform the duties of lower level IG Engineer Auditor titles.
- Performs related duties.
Minimum Qualifications:
- Baccalaureate Civil, Mechanical Engineering, or related field; plus
Four years of experience in capital construction or a related field; one year of auditing experience or a satisfactory combination of experience and education.
Salary Range: $79,942.00 - $110,000
