Finance Specialist A/B (Payroll)
The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion.
We have an excellent opportunity for a Finance Specialist who will be responsible for performing tasks in the areas of payroll and timekeeping.
Responsibilities Include:
- Maintain and process payroll/timekeeping records and changes such as salary changes, job changes, deduction changes, new hires and terminations;
- Perform calculation such as wage computation, overtime payment, other earnings and deductions;
- Prepare payroll reconciliation such as earnings, deductions and taxes;
- Prepare and distribute payroll reports to external organizations/agencies;
- Reconcile data discrepancies between internal and external payroll records;
- Monitor employee timesheets for timely and accurate submission and compliance with policy.
- Review internal financial systems, databases, and/or documents for accuracy and completeness of financial records and balances; Provide customer service to internal and external constituents;
- Review payroll and timekeeping documents prepared by junior team member;
- Perform audits and participate in special projects as needed;
- Assists in filing and archiving payroll documents
Weighted consideration for candidates with the following background:
- Proven experience in a payroll position required
- Strong analytical and problem-solving skills
- Strong organizational skills
- Excellent verbal and written communication skills
- Knowledge of tax and wage laws
- Strong computer literacy including proficiency in MS Office applications
- Ability to work effectively with minimal supervision
Minimum Qualifications:
- Baccalaureate Accounting, Finance, or related field; plus
- Finance Specialist – A: One year of full-time experience in payroll and timekeeping related area
- Finance Specialist – B: Two years of full-time experience in accounting, payroll, timekeeping, or budget related area;
OR A satisfactory combination of education and experience.

Hiring Salary Range:
Finance Specialist - A $68,944.00 - $79,286.00
Finance Specialist – B $81,869.00 - $92,145.00
