Duties description
The Testing Services Division is responsible for the development, administration, scoring and validation of the examinations provided to the public for State agencies and local jurisdictions. The Coordinator Testing Support in the Testing Services Division will play a pivotal role in shaping the future of the New York State Department of Civil Service’s testing program and examination modernization and transformation efforts.
To better serve New Yorkers and make civil service examinations more accessible and convenient for all, the Department is modernizing and transforming the way in which civil service examinations are held. As part of this new examination model, the Department is establishing 12 dedicated testing locations throughout the State to provide all New Yorkers with the ability to participate in exams, including individuals who do not have access to a computer or Wi-Fi services.
Under the general direction of the Director Testing Services, the Coordinator Testing Support will be responsible for executing and managing dynamic operational changes within the Testing Support function of the Testing Services Division to support the successful implementation and maintenance of the Department’s future civil service examination model.
The Coordinator Testing Support will also oversee all activities of the Testing Support function of the Testing Services Division, including the Exams Control and Composition, Test Administration, and Exams Scoring and Results Processing Units and 12 statewide computer-based testing centers.
The duties of this position include, but are not limited to, the following:
- Working with the Director and Assistant Director of the Testing Services Division to develop and execute a comprehensive visionary roadmap for the future of the Department’s large-scale testing program
- Detailing and operationalizing specifications for the Department’s examination modernization initiative within the Testing Services Division’s Testing Support section
- Leading modernization efforts by working with the Director and Assistant Director of the Testing Services Division to examine and enhance current testing support business processes and recommend efficiencies and innovations
- Leading change management efforts by engaging with Department staff to revamp existing testing support policies, procedures, and processes for a more streamlined and improved test administration and examination scoring experience
- Drafting innovative testing support policies and procedures that align seamlessly with the Department’s future examination model and modernization/transformation goals
- Managing all testing support operations and activities including, but not limited to, the production of civil service examination announcements and test material, and the administration and scoring of civil service examinations
- Monitoring and reporting out on the Division’s progress on the examination modernization initiative, including identifying and addressing any challenges that may impede the successful implementation of the project
- Collaborating with other Department, Division, and project staff to lead the Division’s efforts to identify, fit up, staff and plan for the opening of 12 computer-based testing centers statewide
- Overseeing the day-to-day operations of the 12 computer-based testing centers statewide, once operational
- Collaborating closely with the Office of Information Technology Services (OITS), external information technology and systems vendors, and internal project teams to oversee and coordinate the large-scale transition from a paper-and-pencil-based to a state-of-the-art online, computer-based test administration model
- Representing the Testing Services Division at internal and external meetings
- Providing backup and support to the Director and Assistant Director of the Testing Services Division in all aspects of the examination modernization initiative
- Providing direct supervision to one Manager Testing Services and indirect supervision and administrative guidance to staff of the Testing Support Section and the 12 computer-based testing centers statewide
Minimum Qualifications:
Non-Competitive Qualifications
A bachelor’s degree and eight years of specialized experience*. Three years of the experience must have been at a managerial level.
Or
An associate degree and ten years of specialized experience*. Three years of the experience must have been at a managerial level.
Or
Twelve years of specialized experience*. Three years of the experience must have been at a managerial level.
Substitutions: J.D. or master’s may substitute for one year of specialized experience; Ph.D. may substitute for 2 years of specialized experience.
*Specialized experience includes the following: Operations management experience, preferably within a government organization; experience developing and executing strategic visions for large-scale operational transformation initiatives; experience reviewing business processes to identify operational inefficiencies and develop data-driven solutions; experience leading and managing organizational change initiatives by guiding teams through transitions and overcoming resistance to change; and project oversight and coordination of supporting tasks.
