Minimum Qualifications
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's degree and three years of professional experience as the in diversity and inclusion, equal opportunity, or human rights, which includes working with community service organizations concerned with diversity and inclusion, equal opportunity, civil rights, training, and upgrading the educational and job qualifications of protected class members or working in human resources or labor relations where your experience is directly related to diversity and inclusion; and serves as the advanced performance or supervisory level.
Substitutions:
Four years of professional experience;
OR
an associate degree and two years of professional experience;
OR
A master’s degree in a related field can substitute for five years of professional experience;
OR
a doctorate in a related field can substitute for six years of professional experience.

REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a/an Diversity & Inclusion Specialist 2, if less than one year, you must be currently reachable on the Diversity & Inclusion Specialist 2 eligible list for the Albany location if one exists.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher eligible for transfer and determined to be administrative by Civil Service.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list forthe Diversity and Inclusion Specialist 2 position, the Departmentmay elect to make a provisional appointment to this positionrather than a permanent appointment should the eligible listhave less than three candidates interested. If a provisionalappointment is made, the appointed candidate will be requiredto compete in the next holding of the Diversity and InclusionSpecialist 2 exam and be reachable for appointment from thenewly established eligible list.
The minimum qualifications for Provisional appointment are:
One year of permanent, contingent permanent, or 55 B/Cservice as a Diversity & Inclusion Specialist 1.
NON COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a requestto the Department of Civil Service to hold a non-competitivepromotion examination for the above title in accordance withSection 52.7 of the Civil Service Law if three or fewer interestedpromotional candidates respond to this notice. Before submittingsuch a request, we must ascertain if anyone meeting theminimum qualifications is interested in competing in apromotional examination for the above title and if they wouldaccept appointment if offered. To qualify, you must be a currentDepartment of Civil Service employee. If certified by CivilService, mandatory reemployment list candidates must beconsidered first for appointment to this title. Please note this willbe a competitive appointment. The term non-competitive refersto the appointed candidate not needing to compete in the nextholding of the examination.

Duties Description
The Office of Diversity and Inclusion Management provides guidance and support to partner agencies on programming related to diversity, equity, inclusion, and accessibility, leads strategic planning efforts, and coordinates recruitment and outreach efforts for the Department. This position works on one of the teams of diversity and inclusion specialists in Albany, providing technical guidance and support to assigned programs as well as state agencies in furtherance of their diversity and inclusion strategic plans.
This vacancy is for multiple positions within the Office ofDiversity and Inclusion Management.
The duties for the Diversity and Inclusion Specialist 2 include butare not limited to:
- Providing technical assistance to agencies regardingimplementation of diversity, equity, inclusion, and accessibilityprograms and initiatives (including but not limited to reviewingand responding to inquires related to disability and/or religiousaccommodations and providing appropriate guidance).
- Supervising lower-level staff.
- Conducting research and drafting reports on topics relevant todiversity and inclusion.
- Assisting in the coordination of virtual and in-person events torecognize, promote, and celebrate diversity and inclusion.
- Assisting in the development and implementation of diversityand inclusion-related training for supervisors, managers, andemployees to support a diverse and inclusive workplace.
- Organizing and participating in outreach and recruitmentactivities/events; and developing and maintaining relationshipswith community groups, businesses, employee organizations,professional organizations, and others to effectivelycommunicate employment opportunities and to promote adiverse candidate pool for the state workforce.
- Performing periodic review of diversity and inclusion programsto ensure agencies are adhering to their commitments, andreporting on agency compliance in accordance with relevantlaws and policies.
