Duties Description
Provide support to the Environmental Bond Act Office (EBAO) including:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Reassignment -
Currently in the title of Business Systems Analyst 1 and an employee of DEC
or Reinstatement Eligible - Previously held the title on a
permanent competitive basis or held a title as indicated under
the transfer eligible section on a permanent competitive basis.
or Transfer Eligible - One year of permanent competitive service
at Salary Grade 11 or higher AND EITHER: Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications - bachelor's degree and have a standing on the Professional Career Opportunities (PCO) eligible list;

Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).

Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
The Following Activities Are NOT Considered Qualifying Experience:
Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
Development of instructional materials and classroom training.
Help desk duties including troubleshooting, resolving user issues, and providing customer service.
For SG-18, Business Systems Analyst 1:
A bachelor's degree or higher and two years of professional business analysis experience where your primary duty was performing three of the five following activities:
Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).

Provide support to the Environmental Bond Act Office (EBAO) including:
- Assist team in brainstorming and creating wireframes.
- Experience with AGILE framework, such as scrum.
- Use business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs ( e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions) under the supervision of a Business Systems Analyst 2.
- Assist with development of and updates to electronic forms to support EBAO programs.
- Support modernization of information systems and development of information technology tools to improve EBAO program efficiency. This includes documenting current state of business processes and documenting future state processes based on outcomes from working groups.
- Demonstrated ability to craft user stories based on information gathered in requirements workshops and conversations with stakeholders.
- Demonstrated ability to develop test cases for QA testing of applications in development and for User Acceptance Testing of these applications.
- Perform User Acceptance Testing for applications developed for EBAO and DEC programs.
- Execute on regular updates to a public-facing dashboard with a high level of attention to detail.
- Assist with queries of DEC data systems to support state programs and federal reporting reports under the supervision of a Business Systems Analyst 2. This includes assisting with collecting, compiling, organizing and analyzing data (using various tools, including Python programing); executing routine queries or processes for consistent and accurate reports; ensuring data is accurately entered in the information systems.
- Support staff to implement EBAO and DEC and initiatives.
- Meet tight deadlines and collaborate with staff across multiple units and agencies.
- Assist with response to ad-hoc data requests with the ability to quickly analyze and summarize data under the supervision of a Business Systems Analyst 2.
- Assist in the development of technical documents, presentations, and other reports for the implementation of EBAO and DEC programs.
- Create training materials and assist in facilitation of training sessions with the stakeholders of various modalities.
