The EPS3 (NR) position is the Bureau Chief of the Bureau of Planning and Facilities Management. This position would supervise three (3) sections within the Bureau and would be responsible to determine the tasks/objectives and performance standards for each of the Bureau Section Heads.
In supervising the Accessibility/ Sustainability Section, the EPS3(NR) would be responsible to set priorities for the section ensuring that Department facilities comply with ADA requirements and that information regarding Accessible features is readily available to Department staff and the public, and Regional ADA Coordinators, Operations staff, and Central Office design staff are properly trained in ADA requirements. This involves the planning and coordination of statewide project site inspections, audits of the Department’s natural resource facilities and programs, and responding to complaints and requests for reasonable accommodations. The EPS3(NR) would also oversee and help establish priorities for the Division of Operations sustainability work required by CP-75 working with the Director of Sustainability and Regional Sustainability Coordinators.
In supervising Facility Data Systems Section, the EPS3(NR) would be responsible to oversee the operation of the Departments Maintenance Management System (MMS), develop policy for implementing consistent use of the MMS system statewide, including work orders, preventive maintenance tasks, infrastructure conditions inspections. The EPS3(NR) would oversee the management of the Department's Capital Projects Database and ensure that all the data needs for various Department/Division tasks such as the MS4 Stormwater Permit, State Agency Environmental Audit, Capital Project budgeting are provided to programs as required. The EPS3(NR) would also ensure that various OGS mandated Building Inventory, Infrastructure, and Construction In Progress reporting are completed as required, and GIS data coverage for Division Facilities works in conjunction with MMS facility data in support of various projects/ tasks.
In supervising the Project Planning/ Permitting Section, the EPS3(NR) would be responsible to oversee facility master planning, prioritizing, and permitting of projects at Operations facilities including Regional Office Buildings, Regional Sub-Offices, Maintenance Centers, Field Headquarters, Campgrounds, and Day Use Areas. This includes collecting, interpreting, and evaluating an extensive variety of physical, social, economic, and environmental data to obtain a comprehensive prospective of the conditions and to identify potential problems and opportunities for operational enhancements. The EPS3(NR) would be responsible to coordinate with Central Office Design & Construction staff to ensure approvals necessary for project construction, including Adirondack Park Agency, Forest Preserve Workplans, Army Corp of Engineers, Water Quality. The EPS3(NR) would be responsible to oversee the preparation of Unit Management Plans (UMP’s) for projects located in the Forest Preserve, and oversee the preparation of the annual statewide MS4 Stormwater Permit for Department facilities.

Must be a qualified employee of New York State with one year of permanent competitive service as an Environmental Program Specialist 2 (Natural Resources)
or
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
If no more than three individuals meeting the provisional qualifications are interested, it will be possible to make a permanent appointment via non-competitive promotion. The minimum qualification for non-competitive promotion are: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive or 55-b/55-c service as an Environmental Program Specialist 2 (Natural Resources).
