Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Minimum Qualifications
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.
Candidates may also be appointed via the following if applicable:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and eligible to transfer in accordance with Civil Service law.
or
55b/c Eligible – Candidates must meet the minimum qualifications above and include with their resume or application, a copy of the letter from the Department of Civil Service which indicates their approval for the 55 b/c program
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer or are applying under the NY HELPS or 55 b/c programs cannot be considered.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Travel may be required.
Overnight travel may be required.

Duties Description
These positions will work in the Division of Operations’ Bureau of Design & Construction. These positions may involve the design and management of boat launch projects, timber and steel bridges, drainage structures, fire towers, paved and unpaved roads and trails and site projects at DEC facilities.
Duties Include
- Preparing project estimates, contract drawings and specifications,
- Complying with applicable building codes and authorities having jurisdiction,
- Providing construction support from the office or field for design changes or contractor questions that arise during construction. This includes occasional overnight trips and visits to sites in remote parts of the state,
- Conducting statewide field investigations and independently obtain all information required to complete project designs. This includes surveying, testing, structural analysis and permit compliance,
- Performing earthwork and cost estimates,
- Meeting with DEC Program Staff to discuss design progress,
- Reviewing and approving contractor submittals and tracking project schedules.

- The starting salary for this position is $95,639. This amount is comprised of the base salary of $88,639 with an additional geographic pay differential of $7,000, specific to this title and location.
