37.5 hours per week Job SpecificsDuties DescriptionStandard Duties : As a Labor Services Representative / Trainee 1 / 2 with the Division of Policy, Strategy, and Research, the incumbent will perform the following duties, not limited to : -Assist with the quarterly review of QCEW (Quarterly Census Employment Wages) micro and macro employment and wage edit failures that are generated by the QUEST or BLS (Bureau of Labor Statistics) edit programs.-Use appropriate resources such as the Internet, UI documents, in-house collected data, NAICS app and phone calls to determine / verify / correct information on the responses provided.-Contact employer by telephone to obtain information resulting in the verification / updating of business.-Answer incoming telephone calls from employers with questions and / or ascertain information necessary to process response for business.-Use appropriate programs / policy / procedures for recording new information or enter updates when required.-Contact HR and / or payroll units in firms to explain reporting requirements to firms and determine if they are subject to multiple worksite reporting requirements under Federal and State UI law.-Assist employers who need guidance in order to accurately complete BLS 3020 forms. Explain reporting options to firms, reporting directly to the NY QCEW unit, online via federal reporting website, or by file submission directly to the federal electronic data interchange.-Follow up with businesses that are delinquent reporters.-Identify firms with discrepancies between the NYS-45 and BLS-3020 reports and other potential inaccuracies, contacting them to determine the cause and make necessary corrections.Minimum QualificationsThis title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). Labor Services Representative Trainee 2 : A bachelor's degree and one year of experience providing employment, reemployment, training and labor market services to job seekers, employers, unions and other interested parties; examining unemployment insurance (UI) claims issues and making determinations to resolve complex or unusual problems related to eligibility for UI benefits; working for businesses that provide third party administration to assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience and professional interests to available employment opportunities; assisting employers in complying with mandatory unemployment insurance registration, reporting and contribution requirements; or representing employers in presenting cases for unemployment insurance appeal hearings.Labor Services Representative : A bachelor's degree and two years of experience providing employment, reemployment, training and labor market services to job seekers, employers, unions and other interested parties; examining unemployment insurance (UI) claims issues and making determinations to resolve complex or unusual problems related to eligibility for UI benefits; working for businesses that provide third party administration to assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience and professional interests to available employment opportunities; assisting employers in complying with mandatory unemployment insurance registration, reporting and contribution requirements; or representing employers in presenting cases for unemployment insurance appeal hearings.
