The NYSDOT Region 11 is looking for qualified candidates to join the Structures Group. As a member of the Structures, the candidate will perform complex and technical activities in support of various bridge replacement and bridge inspection projects in New York City.

Under the direct supervision of Quality Engineer in Structures Group, a Construction Specialist 1 will be responsible for the various duties outlined below:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
Qualifications
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Promotional: One year of permanent competitive or 55-b/55-c service as a Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering Technician, Principal Engineering Technician (Soils), Mapping Technician 3, Mapping Technologist 1, Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Materials Testing Specialist 1, Engineering Geologist, or Traffic Systems Technician 2.
Open Competitive: High school graduation or equivalent and seven years of full-time satisfactory experience in civil engineering or engineering technology related to transportation infrastructure work.
Substitution
30 semester hours of training for a technical institute, community college or college in civil engineering, civil engineering technology, construction technology, engineering, physical or applied sciences on a year-for-year basis, up to four years.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. - Review routine project and work order designs, proposals, cost estimates, and specifications and evaluate contract proposals for bridge design, utility relocations, bridge safety and integrity, maintenance and protection of traffic, and other matters concerning public safety.
- Review design criteria and bridge design plans.
- Evaluate the condition of existing bridges and structures by collecting and analyzing data and recommend corrective action.
- Assist in establishing quality control requirements, and quality assurance programs to assure that projects meet specified Department requirements concerning bridge safety conditions.
- Assist in developing policies and programs for bridge safety to set priorities for cost-effective remedial work.
- Assist in establishing quality control requirements and quality assurance programs to assure that bridge designs and materials used in a project meet the specified quality requirements.
- Participate in preliminary and final review of project proposals, designs and cost estimates.
- Assist in Bridge Asset Management including evaluating condition of bridges and overhead sign structures and determining regional maintenance and rehabilitation needs.
- Assist in evaluating and implementing maintenance and design policies, procedures, and standards.
- Review submittals for compliance with NYSDOT and industry standards and regulations.
- Respond in a timely manner to written and verbal requests for information from public inquires.
- May be assigned to work on special transportation projects.
