Contract Management Specialist Trainee 1
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
A bachelor’s or higher degree.
Your degree must have been awarded by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. This information can be found at http://www.cs.ny.gov/jobseeker/degrees.cfm. Candidates are responsible for the evaluation fee.
Contract Management Specialist Trainee 2
A bachelor’s or higher degree AND
one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.
Contract Management Specialist 1 Full Level
A bachelor’s or higher degree AND
two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.
If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

The Duties Include But Are Not Limited To
- Maintain Regional Program and Project Management databases.
- Assure the quality and coordinate the submission of new Initial Project Proposals (IPP’s) for inclusion in the Region’s capital program.
- Coordinate the review of, and process proposed additions or changes to capital work programs and projects.
- Review, process, and document requests for Federal and State funds.
- Use Geographic Information Systems mapping, scheduling software, and proprietary computer applications to obtain and analyze information to support capital program and project development functions.
- Act as a liaison between Main Office and Regional groups to facilitate monitoring of project schedules, costs and funding obligations.
- Assist in preparing STIP/TIP modifications and amendments.
- Collect, maintain, track and interpret information on program and project related costs and schedules.
- Assist with development and reporting of performance measures for Regional Capital program delivery.
- Assure data quality through continued analysis and audit of available information.
- Independently prepare reports and presentations for Regional Executive Management.
- Assist in long range funding efforts and capital program update activities.
- Participate in public outreach activities for individual projects and initiatives.
- Perform additional duties, as required and/or directed, to support transportation program and planning related function.
