Duties Description
Residency Program Manager (RPM): Under the supervision of the Regional Performance and Asset Manager, the RPM may be responsible for the following:

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below.
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

The starting salary for this position is $95,639. This amount is comprised of the base salary of $88,639 with an additional geographic pay differential of $7,000, specific to this title and location.
In addition, a Mid-Hudson Adjustment of $1,650 or a Downstate Adjustment of $3,400 may also apply depending on the location of the position.

Residency Program Manager (RPM): Under the supervision of the Regional Performance and Asset Manager, the RPM may be responsible for the following:
- A standing member of all Regional Program Management Teams.
- Manage as needed the assigned Residencies Pavement Management Plan, Corridor Plans and other Performance and Asset Management programs such as Culverts, Guiderail, Walls, Overhead Sign Structures, Signals and Signs. In addition, the RPM may have a regional lead responsibility for specifically assigned assets.
- Supervise winter-help work related to Asset Management.
- Develop and manage the assigned Residencies Preventative Maintenance program.
- Selection, scoping, planning, cost estimating and programming projects for the assigned Residencies including State Forces projects, Vendor Placed Paving (VPP), Work Order Contract (WOC}, Job Order Contract (JOC), and D-Contracts.
- Prepare VPP contracts for letting and JOC plans as needed and provide technical assistance during construction as necessary. Perform project management duties for the assigned residencies VPP projects.
- Ensure projects conform to maintenance guidelines and SAFETAP programs.
- Act as liaison to other regional groups for all capital project work within the assigned Residencies. This includes reviewing and providing written responses for all capital project's IPPs, PSRs, DRs and ADPs on behalf of the Planning and Programming Group and the assigned Residencies. Attend scoping, project design meetings, preconstruction, and final inspection meetings for capital projects within the assigned Residencies' jurisdiction.
- Attend meetings to discuss capital project specifics in the field, when necessary, with project managers, project developers and project designers.
- Update Regional Program Managers regularly (Design, Construction, Planning, ROW and Operations) on capital program and project specifics, as assigned.
- Review and prepare written responses related to regional design instructions, engineering bulletins and engineering instructions on behalf of the assigned Residencies and the Planning and Programming Group.
- Affiliate with the Town Highway Superintendents and provide them with information on the Department programs.
- Attend Public Information Meetings as necessary
