A Professional Engineer (PE) 1 in the Office of Traffic Safety and Mobility may serve in a variety of roles.
NYSDOT’s Office of Traffic Safety and Mobility is seeking to fill positions as follows:
Transportation Systems Management And Operations (TSMO)
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position.
The Qualifications Are
Open Competitive:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's
degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time
qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction
Engineering Technology, Construction Engineering Management, Construction Engineering Management
Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering,
Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering,
Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized
concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to
highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and
safety systems.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate
Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

The Minimum Qualifications Are
Promotional: You must have a New York State Professional Engineer's License and current registration AND be

NYSDOT’s Office of Traffic Safety and Mobility is seeking to fill positions as follows:
Transportation Systems Management And Operations (TSMO)
- Develop new traffic signal and ITS technologies through product evaluations, Regional support, and consistent application.
- Provide technical support Statewide on traffic signal and ITS projects, issues, and design guidance
- Create Statewide policies and standard practices for traffic signals and ITS
- Develop standard specifications and standard details, approve special specifications, and prepare Engineering Instructions (EI).
- Provide technical support to Regions on signal timing basics and signal optimization. Coordinate activities and training for Regional Signal Operations Engineers.
- Develop policy and guidance on traffic engineering matters (e.g., signs, markings, speed limits) for use by the Department and other entities in the State.
- Assist with revisions to the New York State Supplement to the Manual on Uniform Traffic Control Devices.
- Conduct periodic reviews of NYSDOT Design Plan Sets to ensure compliance with the Manual on Uniform Traffic Control Devices and the New York State Supplement to the Manual on Uniform Traffic Control Devices.
- Provide technical guidance to NYSDOT Regions and the public on traffic engineering matters.
- Assist in the development and maintenance of the Highway Design Manual.
- Assist NYSDOT Regional Offices with traffic modeling and highway capacity analysis (HCM).
- Assist in the development of Intersection Control Evaluations and identify alternatives and solutions to promote safety at intersections.
- Assist in standardizing the Regional Traffic Engineering (TE) studies program and provide technical support to the Regions.
- Conduct safety studies for safety action plans, system analyses and other purposes.
- Provide technical/engineering support for safety related issues.
- Liaison to Design group for safety analysis procedures.
- Assist with safety program documentation, including updating the Department’s Strategic Highway Safety Plan.
- Coordinate with Regional Safety Evaluation Engineers and/or Regional Permit Engineers
- Provide guidance on safety data sets, such as intersections, ramps and facility types to support the Department’s CLEAR Crash Data Viewer.
- Responsible for updates to Standard Specifications, Standard Sheets, Highway Design Manual, and Work Zone Traffic Control
