The incumbent will report to the Office of Administration and Finance's Human Resources Department. Duties include but are not limited to:
Minimum Qualifications
Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Training Specialist 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 and eligible for transfer under Section 70.1 or 52.6 as appropriate of the Civil Service Law.
Provisional Pending Examination
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

Duties Description
The incumbent will report to the Office of Administration and Finance's Human Resources Department. Duties include but are not limited to:
- Assist in providing oversight and direction, including full range of supervisory functions of section staff.
- Develop and present training courses to the Division workforce. Courses will be offered in-person, via WebEx, and through the Statewide Learning Management System (SLMS).
- Identify and assess specific training needs by observing and reviewing agency programs and by discussing staff and program requirements with program managers
- Prepare proposals for training programs utilizing funds provided for in State and employee negotiated agreements, and for Managerial/Confidential training.
- Facilitate training courses by obtaining outside instructors or personally conducting courses and selecting audiovisual teaching aids.
- Evaluate success of training courses.
- Inform employees and program managers of available training and educational opportunities.
- Assist program managers and supervisors in developing on-the-job- training programs that will optimize performance.
- Recommend specialized training courses to correct problems or to familiarize staff with new programs, policies, or procedures.
- Serve as Primary Administrator of SLMS.
- Perform the full range of supervisory duties.
- Perform other duties as required.
- Travel may be required, up to 20%.
