Duties Description

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Develop individualized Program Goals and On-Going Services for individuals addressing program needs related to daily living skills and maintain related documentation (goals, notes, data sheets, etc.)
  • Will provide active treatment through instruction of classes and complete related documentation (including lesson plans)
  • Will train DDSCTA and supervisory staff in proper implementation of Activities of Daily Living goals and class goals.
  • Will observe ADL goal implementation
  • Will participate in quarterly/annual/special team meetings and complete input and assessments for Hab domain and assigned classes.
  • Will maintain a working relationship with other disciplines in the provision of program services.
  • Will interact with individuals in a manner consistent with the values of OPWDD and advocate on behalf of the individuals.
  • Will attend and participate in all mandatory in-services training and staff meetings.
  • Will be required to respond to duress alarms as appropriate.
  • Will be required to go on TRIPs with residents, direct care staff, and other clinical staff as needed and assigned.
  • Other duties as assigned.

Minimum Qualifications

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HLPS Program titles may be filled via non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

If you are hired under the HELPS Program, you will be first appointed as a temporary employee, at a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

Non-Competitive: you must have a bachelor’s or higher-level degree in a human services field.

Currently a permanent Habilitation Specialist 1

If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

Candidates must be reachable for appointment from the current Civil Service eligible list to be considered for a permanent competitive appointment.

Candidates must be QIDP qualified.

Open Competitive: A Bachelor’s or higher-level degree in a human services field*

  • For the purpose of these qualifications, a degree in a human service field includes the professional disciplines of audiology, community mental health, nursing, nutrition, occupational therapy, physical therapy, psychology, rehabilitation counseling, vocational counseling, social work, speech/language pathology and therapeutic recreation (including concentrations in art, creative art, dance, drama, music, or physical education.) Also included are related academic disciplines associated with the study of human behavior (e.g., gerontology, human services, sociology, speech communication); or human skills development (e.g., counseling/guidance, education, human development.) Examples of non-qualifying degrees include but are not limited to: criminal justice, political science, liberal arts, and business

QIDP standards preferred.

QIDP STANDARDS ARE:

  • The Department of Developmental Services (DDS) adopted the federal definition for Qualified Intellectual Disabilities Professional (QIDP) in all ICF/DD, ICF/DD-H, ICF/DD-N and DD-CNC facilities when the Federal ICF/IID regulations became effective in October 1988. The federal criteria outdates the state regulations specified in the California Code of Regulations, Title 22.
  • QIDP is a staff who is responsible for integrating, coordinating and monitoring each client's active treatment and who possesses:
  • (a) At least one year of experience working directly with persons with intellectual disabilities or other developmental disabilities.
  • (b) Is either a physician and surgeon, or a osteopathy physician and surgeon, a registered nurse, or a human services professional possessing at least a bachelor's degree in a human services field, including but not limited to sociology, special education, rehabilitation counseling or psychology.

  • The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

  • All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
  • If you are employed by state government you may be able to receive loan forgiveness under the Public Service Loan Forgiveness Program (PSLF). The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
