Duties Description

POSITION DESCRIPTION:

The New York State Office for People With Developmental Disabilities (OPWDD), has developed a new program model called Comprehensive Adult Transitional Homes (CATH). These are State Operated Individual Residential Alternatives (IRAs), that are designed primarily to serve individuals who are transitioning from residential schools into residential programs within NYS OPWDD. These programs create a service pathway accessible to those eligible for OPWDD services and determined in need of these programs by the Statewide Admission Committee (SAC). This pathway begins with a clearly established referral, screening, and intake process. Once admitted they will participate in approximately 18 months of continued treatment, stabilization, and integration towards there longer-term living plan. The RC2 is responsible for programming, supervision, and oversight. They will provide supervision for and work with the DA3, DA2, and DA1 to ensure active treatment is occurring within the CATH at all appropriate times. The RC2 will be an integral member to the treatment team and will contribute to the development of goals for individuals admitted to the CATH. The RC2 will be involved in continued development of the CATH program including new CATH development. The Rehabilitation Counselor 2 for the Capital District DDSO will work under the supervision of the Team 1/CATH Treatment Team Leader.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Assist in the screening of new admissions, ongoing program and information sharing to the new residential IRA upon discharge and will ensure service delivery to the individuals at CATH home(s).
  • Provide direct oversight to ensure all goals are implemented as appropriate.
  • Serve as a liaison for clinical staff and direct care staff to ensure appropriate service delivery.
  • Evaluate and monitor progress of individuals to determine appropriate transition and placement into residential IRAs.
  • Determine whether additional training is required to support direct care and work with clinical staff and the DA3 to schedule.
  • Work with DA3 to schedule and monitor required staff training upon individuals' admission and ongoing as transition occurs.
  • Provide supervision for and work with the DA3, DA2, and DA1 to ensure active treatment is occurring within the CATH at all appropriate times.
  • Participate in treatment team meetings and contribute to the development of goals for individuals admitted to the CATH.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

  • Currently a Rehabilitation Counselor 2, grade 19

OR

  • Eligible for 70.1 transfer by way of current permanent status in a title deemed comparable to Rehabilitation Counselor 2 by the Department of Civil Service (must also be within 2 salary grades of grade 19.)
  • PROMOTION:

One year of permanent service as a Rehabilitation Counselor 1 AND a qualifying bachelor's or higher degree*.

  • Qualifying degrees are: Applied Psychology, Art Therapy, Audiology, Clinical Mental Health, Clinical Mental Health Counseling, Clinical Psychology, Communication Disorders, Community and Human Services, Community Mental Health Counseling, Counseling, Counseling and Community Psychology, Counseling Education, Creative Art Therapy, Education, Experimental Psychology, Expressive Art Therapy, Forensic Mental Health, Forensic Psychology, Gerontology, Health Administration, Health and Human Services, Human Development, Human Services, Mental Health Counseling, Marriage and Family Therapy, Music Therapy, Occupational Therapy, Physical Therapy, Psychology, Psychoanalysis, Recreation Therapy, Rehabilitation Counseling, Social Welfare, Social Work, Special Education, Speech Communication, Speech/Language Pathology, or Vocational Rehabilitation Counseling.

OPEN COMPETITIVE QUALIFICATIONS:

A bachelor’s degree in a human service field and three years of professional experience providing vocational, psychosocial, or rehabilitative/habilitative services in an agency primarily serving individuals diagnosed with developmental disabilities, mental illness, or addictions.

Substitution:

A master's degree in a related field can substitute for one year of specialized experience.

  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
  • At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

  • For CSEA positions: Local Bidding Agreements, and previously approved vacation/holiday time will be honored in the new assignment.
  • The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
