Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
Substitutions: Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Current certification from the from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience or a Project Management Professional (PMP) may substitute for three years of experience.
Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
52.7 Non-Competitive Promotion (NCP) Qualifications:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct line promotion field, have one year or more of qualifying permanent service as a Project Manager 1 and must not have failed the last holding of the promotion examination for the title listed above.

Project Manager 2 position duties include but are not limited to:
- Use preexisting project management plans and documents to coordinate and support the activities of a project team.
- Participate in reviewing project proposals or plans to define scope statements, and document project requirements.
- Determine project start and end dates and establish critical milestones within the project schedule.
- Record and report schedule progress and project expenditures.
- Record quality metrics concerning the project and product performance.
- Compile project reports and communicate project status.
- Interact with stakeholders and coordinate the activities of the project team to ensure that the project objectives are met and lead or facilitate project meetings.
- Design, develop, and/or refine templates to support project management.
- Plan and conduct project analysis sessions such as project close-outs and Joint Application Design (JAD) sessions.
- Oversee the development of Requests for Proposals (RFPs).
- Train agency staff in basic project management processes and tools.
- Prepare project portfolio or project inventory reports.
- Organize and maintain a project management library, project tools repository, or a project management website.
- Assist higher-level Project Managers or program area manager on more complex projects.
- May perform the full range of supervisory responsibilities.
- Perform other duties as assigned.
- There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
