The North Clackamas County Water Commission (NCCWC) is a wholesale public water supply entity serving the City of Gladstone, Sunrise Water Authority and Oak Lodge Water Services Authority (a total population of more than 90,000). The NCCWC owns and operates a 20 million gallon per day treatment plant located along the Clackamas River in Oregon City, Oregon. The plant utilizes a unique combination of slow sand and membrane filter technology. The plant is overseen by a Plant Manager and normally staffed by three (3) full-time operators that serve in shared, staggered rotation on 10-hour daily shifts, 4 days a week, with additional schedule for on-call (after hours) service.
The North Clackamas County Water Commission (NCCWC) is seeking a permanent, full-time licensed Water Treatment Plant Operator. This individual will serve as part of the regular plant staff and be responsible for its daily operation and maintenance of various mechanical and hydraulic systems (e.g., pipes, pumps, blowers, filters, air compressors and other equipment); water quality testing and reporting. The job also requires the person to conduct basic water quality sampling and testing related to plant operations and required water quality monitoring and reporting.
- Operate and control treatment processes and maintain essential water quality standards.
- Perform relevant water quality sampling, testing, and reporting, along with laboratory quality control checks.
- Maintain daily records of relevant data and required reporting.
- Monitor and control treatment systems through SCADA (remote control) system.
- Perform equipment checks on screens, pumps, and motors; make minor repairs and adjustments as needed.
- Conduct general maintenance on a variety of small and large water treatment equipment and system instrumentation.
- Purchase and maintain inventory of spare parts, chemicals, and other goods regularly used in treatment operations.
- Able to operate a forklift, tractor, and other motorized equipment.
- Able to use basic power and hand tools.
- Ability to understand and follow industrial safety standards and other occupational safety procedures.
- Able to be on-call (work after hours) in response to system emergencies and alarms (remotely or on-site) in a timely manner (preferably under one hour); and ability to work weekends and some holidays.
- Ability to read and interpret technical data and information (e.g. equipment specifications and operational manuals).
- Perform other related duties as assigned.
Possession of a State of Oregon Level 1 Water Treatment Operator certification (or higher) or be able to obtain this level of certification within six months of hire through reciprocity with an existing certified license. The ideal candidate will possess an associate degree in Water Treatment or related advanced post-secondary training and one (1) or more years of experience in water treatment plant operations; or an equivalent combination of experience, training and education. Candidates with prior experience operating slow sand or membrane filtration systems are preferred.
Minimum Qualifications :
Preference will be given to candidates with knowledge and skill related to the maintenance and repair of complex mechanical, electrical, and hydraulic systems and equipment (e.g. pumps, motors, compressors, automated control valves, and variable frequency drives), as well as experience working with various electrical and mechanical contractors and technicians. Experience in using computerized maintenance management systems (CMMS) is also highly desirable.
Ability to use common computer software applications (e.g. word processing, spreadsheets, e-mail, and other common office applications). Able to understand federal and state drinking water regulations and other public health related code and regulation. Able to perform common math and chemistry skills related to water treatment (e.g. dosage, concentrations, etc.), pumping, flow rates and other operational criteria. Able to organize and schedule work tasks and apply critical thinking skills. Ability to communicate clearly in both oral and written forms; professionally interact with staff, vendors, consultants and other relevant parties. Attend continuing education programs to enhance knowledge of water treatment and supply. Ability to work alternate shifts. Able to climb stairs, ladders, and perform physically demanding tasks (lift at least 50 lbs) in both indoor and outdoor environments under adverse weather conditions.

Life Insurance : NCCWC pays for your basic life insurance in the amount of your annual salary to a maximum of $50,000 and accidental death and dismemberment (AD&D) to a maximum of $50,000.
Short Term Disability Insurance : NCCWC provides you with a short-term disability (STD) plan which provides up to 60% of your salary up to a maximum benefit of $900 per week for up to 180 days.
Long Term Disability Insurance : NCCWC provides you with a long-term disability (LTD) plan which provides up to 60% of your salary, up to a maximum benefit of $5,000 per month for qualifying disabilities following a 180-day waiting period.
