Overview :
We are seeking a HFIR Day Shift Supervisor who is responsible and accountable for maintaining continuity of the High Flux Isotope Reactor (HFIR) operations with the rotating shift supervisors, supervision of HFIR day shift operations, and special projects that require the skills and experience of a HFIR shift supervisor qualified person assigned to day shift. This position reports to the HFIR Operations Engineering Group Lead and interfaces with all levels within the Research Reactors Division. This position resides in the Operations Engineering Group in the HFIR Operations Section, Research Reactors Division, Neutron Sciences Directorate at Oak Ridge National Laboratory (ORNL).
Major Duties / Responsibilities :
- Operation :
- Successfully conducts shift operations in accordance with plant procedures, HFIR Technical Safety Requirements, and Safety Analysis Report.
- Designated as the single point of control for authorizing, directing, supervising, and monitoring plant operations activities.
- Notifies higher management of occurrences as required.
- Supervises the HFIR operations functions required by Health Physics Manual, Security Plan, and their respective implementing procedures.
- Promotes good housekeeping by periodically inspecting those areas assigned to Operations.
- Ensures that plant operation deficiencies are identified, and corrective actions are initiated.
- Supervises the Reactor Operators to ensure proper performance of their assigned duties.
- Periodically tours the plant to monitor the material condition and operational practices and provides specific instructions when necessary.
- Exercises "stop work" authority within the HFIR facility when appropriate.
- In general, maintains the workplace in a safe condition, ensuring that operators receive adequate instructions on safety, health, and environmental policies and practices. Emphasizes accident prevention as a part of the daily work plan and provides leadership in following safe practices.
- Performs shift relief for vacation or short day of on-shift Shift Supervisor.
- Reviews and approves procedure changes.
- Monitor plant water chemistry and provide recommendations to engineering and safety.
- Monitor and supervise maintenance activities in the reactor bay.
- Work Control and Planning
- Coordinate daily work by serving as the operations representative for the daily morning work control meetings.
- Operations representative for the daily Plan-of-the-Day (POD).
- Operations representative for outage coordination meetings.
- Authorizes the on-shift activities of operations and maintenance groups to accomplish the operating objectives for the shift stated in the POD.
- Authorizes the removal and return to service of equipment and systems for maintenance and testing, or operational activities.
- Authorizes work start for activities affecting plant equipment and systems.
- Ensures work is conducted in accordance with appropriate tagging, safety, and configuration control procedures.
- Develops and approves ordinary lift plans.
- Develops and submits pre-engineered and critical lift plans.
- Liaison for all special projects (i.e., cold guide hall extension, plant upgrades, beryllium reflector changeout, etc.).
- Reviews drawing changes.
- Establishes operations schedule for outages by working with maintenance scheduler.
- Reviews maintenance work packages.
- Generates LO / TO for maintenance activities.
- Provides technical support to engineering for modifications and upgrades.

- Maintains qualification as Shift Supervisor on the HFIR.
- Maintains certification as a Senior Reactor Operator on the HFIR.

- Waste Handling :
- As the delegated Division Solid Waste Coordinator, supervises solid waste handling.
- As the delegated Division Liquid Waste Coordinator, supervises liquid waste handling.
- Serve as Division Waste Coordinator for SLLW, used oil, hazardous and mixed waste.
- Package radioactive, hazardous, and mixed waste, and landfill waste per applicable waste acceptance criteria.
- Maintain certification to operate, control and inspect 90-day RCRA storage areas, satellite storage areas, and waste pick-up areas.
- Radioactive resin ordering and disposal.
- Radioactive resin changeout coordination and ordering of resin, cask, high integrity container, equipment, and supplies.
- HMMIS custodian.
- Liaison with lab waste coordinator for disposal of used / expired chemicals.
- Maintains records for resin replacement activities.
- Training / Mentoring
- Monitors qualifications, mental condition, and physical condition of Operations shift personnel.
- Ensures that on-shift training of personnel is conducted as scheduled.
- Provide technical support and guidance to the on-shift shift supervisor.
- Emergency Management
- Supervises the HFIR operations functions required by the Emergency Plan.
- Interacts with Laboratory Shift Superintendent during emergency or abnormal activities and for event reporting.
- HFIR Liaison on Emergency Response Team.
- Reactor Components
- Refurbishes core components as required.
- Maintains MWD burnup records for reactor components
- Performs and documents reactor and component inspections.
- Operations representative for core component Plant Health Group.
- Rebuilds safety control plates.
- Provides input for tool creation and design changes.
- Experiments
- Contact for gamma experiments, and special experiment requests.
- Liaise with experiments group to perform various in-vessel irradiations.
- Operations representative for Experiments Plant Health Group.
- Receive, load, and unload various carriers to support the mission of isotope production.
- Spent Fuel Shipping
- Receive, load, and ship spent fuel elements with the GE-2000.
- Perform annual maintained and inspection of the GE-2000 as required by the SARP.
- Maintain supplies and equipment for the GE-2000.
- Miscellaneous
- Performs such other duties as may be assigned by the Operations Manager.
- Work as a main contact for special projects such as pool cleanout, carrier shipments, etc.
- Provide analyzed shutdown estimates for reactor end of fuel cycle to management.
- Assists Operations Section Head in handling security issues (i.e., badge access, security maintenance, etc.).
- Manage weekly radiological laundry shipments.
- Lead HFIR tours for various customers.
The HFIR is a 24 / 7 facility, and this position serves as the relief for the on-shift HFIR Shift Supervisors, therefore :

Physical Requirements : Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
HSPD-12 PIV badge : This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
L clearance : This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
