Overview:
The Project Management Office (PMO) of the Oak Ridge National Laboratory (ORNL) is seeking a highly motivated and organized Senior Project Manager who will focus on supporting a high priority, Line-Item project that includes the design and construction of a large, high-performance computing (HPC) facility.
ORNL is the largest DOE science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. Our diverse capabilities span a broad range of scientific and engineering disciplines, enabling the Laboratory to explore fundamental science challenges and to carry out the research needed to accelerate the delivery of solutions to the marketplace.
Major Duties/Responsibilities:
Work with the subject matter experts to develop project documentation, schedules, cost estimates, and risk registers associated with the work.
Execute project actions, to include acquisition strategy, contractor selection, engineering, assembly, and commissioning of facilities and equipment.
Motivate and lead a matrixed integrated project team to deliver assigned projects on budget, on schedule, and within scope.
Work closely with the ORNL National Security Sciences Directorate to ensure the integration of safety and security into design of all phases of the project through the completion of a successful DOE readiness review.
Leverage strong executive communication skills to engage effectively with DOE and/or DOD program sponsors and to communicate with executive lab leadership. Prepare and present timely and effective progress briefs and proposals to sponsors and executive stakeholders.
Identify and define the project scope and manage the project Work Breakdown Structure, schedule, cost estimates, actual costs, risk register & risk analyses, earned value reporting and baseline change control.
Interface with major construction project stakeholders: DOE; Engineering, Procurement, and Construction firms; and support contractors. Will also support preparing and executing various internal and external project performance reviews.
Lead the Control Account Managers (CAMs) and project staff in preparing for various project Critical Decision reviews, including internal and external project status reviews.
Attend technical and management meetings to understand and report status accurately.
Perform ad-hoc activities as necessary to support project success.
Oversee and issue various status and Earned Value Management (EVM) based reports
Ensure all project management systems, project planning artifacts and project deliverables are compliant with applicable ORNL and DOE governance, specifically DOE Order 413.3b and ORNL EVM system requirements based upon EIA 748-C and NDIA EVMS EIA-748 Intent Guide
Develop, present, and reinforce project management process and systems training for all applicable project staff, specifically the technical control account managers (CAMs).
Prepare and support various project reviews, including internal and external project status reviews, DOE Order 413.3 Critical Decision (CD) reviews, independent cost estimate reviews (ICR), and earned value system surveillance/compliance reviews.

Basic Qualifications:
A BA/BS degree in Project Management, Business Management, engineering with a minimum of 12 years of experience successfully performing duties described above.
Must have strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff members.
Must have demonstrated experience managing diverse, high performing teams.
At least 10 years of experience in successfully performing project management duties with technical engineering or scientific projects with a demonstrated track record of successful projects.
At least 10 years of project experience establishing baselines, incorporating baseline changes, producing monthly reports / metrics and variance analysis.
Must be well versed in construction, operations, R&D, and business systems to assure project scope is accomplished, schedules are met, and work is completed within budget.
The ability to obtain and maintain a Department of Energy clearance.
Preferred Qualifications:
A MS degree in engineering, project or construction management, business, science, or equivalent.
Project Management Professional (PMP) certification.
Fifteen to twenty years of experience successfully performing the Project Management duties described above.
Direct experience managing projects within an EVMS environment compliant with EIA-748.
Understanding of DOE Order 413.3b and EIA-748 compliant EVM.
Experience with risk management and leveraging/interpreting probabilistic risk analysis (Monte Carlo).
Experience executing work within DOE-compliant EVM environment; to include establishing baselines, incorporating baseline changes, producing monthly reports and variance analysis.
Experience with preparing for and serving on committees for DOE Office of Science Independent Project Reviews (IPRs) and EVMS surveillance reviews.
An active Department of Energy security clearance.
Special Requirements:
Q clearance with SCI: This position may require the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
