Overview :
The Safety and Operations Services Division (SOSD) within the Environment, Safety, Health and Quality (ESHQ) Directorate at the Oak Ridge National Laboratory (ORNL) seeks to hire an exceptional and proven candidate as the Subcontractor Field Representative (SFR) Program Team Leader in the Electrical and Chemical Operations Group. The successful candidate will be responsible for developing, planning, organizing, coordinating and monitoring implementation of the newly developed SFR program for non-construction subcontracted work. The Team Leader will be responsible for managing the day-to-day operations of the organization (budget, planning, staffing, recruiting, business plan execution, etc.) while developing the technical and organizational strengths of the SFR team.

Major Duties / Responsibilities :
Provide day-to-day management of matrixed SFR professionals.
Establish a strong field presence that facilitates regular coaching and mentoring of staff.
Develop and maintain positive customer relationships across ORNL.
Support the Electrical and Chemical Operations Group Leader in executing the division and directorate business plans and objectives.

Oversee the development, maintenance, and implementation of the SFR Program; may serve as author and subject matter expert.
Recruit, develop, and retain qualified staff to perform the SFR role.
Research, interpret, and develop standards and procedures for compliance with accepted standards and guidelines.
Participate in inspections, assessments and audits, and advises management on regulatory requirements.
Develop and administer policies and procedures pertaining to subcontractor oversight consistent with applicable federal and state laws and regulations, Department of Energy (DOE) requirements, and UT-Battelle policy within the Standards Based Management System.
Serve as primary technical resource for issues related to oversight of non-construction subcontracted work and other related safety programs.
Monitor and provide oversight of maintenance / service subcontract projects, including providing guidance on subcontract work orders, reviewing maintenance / service subcontracts and work documents to ensure compliance with the work control requirements and procedures.
Utilizes independent judgment and discretion in development of techniques, systems, and operational plans, protocols, and analyses.
Ability to attain Human and Organization Performance (HOP) Practitioner role by completing HOP Practitioner Certificate Course.
Participate in development and execution of SOSD business plans, budgets, staffing, recruiting, subcontracting and professional development initiatives.
Participate in event critiques, causal analyses, and corrective action plan development.
Lead and / or participate in assessments to verify compliance and program effectiveness.
Abide by and promote the Battelle Safe Conduct of Research principles including being personally responsible for ensuring safe operations, raising safety concerns, using a questioning attitude, considering hazards for every task and where learning never stops.
Continually seek ways to increase operational efficiencies and improve safety culture in support of the ORNL mission and champion initiatives to do so.
Basic Qualifications :
A BS degree in public health, safety, quality, industrial hygiene, engineering or related technical field
A minimum of 12 years of experience.
Experience in the DOE complex and ORNL systems such as the Research Hazard Analysis and Control System, Integrated Safety Management, Safe Conduct of Research (SCoR), and the Facility Service Center.
Experience performing safety and / or quality oversight for construction or service subcontract related activities.
Preferred Qualifications :
Field implementation of DOE’s Integrated Safety Management (ISM), and DOE’s Worker Safety and Health Program (10 CFR 851).
Assessment, investigation, and Human Performance Improvement experience is highly desirable.
Demonstrated knowledge and experience with project management discipline and management systems.
Excellent oral and written communication skills, interpersonal and influencing skills. Ability to effectively interface with DOE and UT-Battelle management and staff at all levels.
Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements :
Physical Requirements : Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
Q or L clearance : This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
